هدفت الدراسة إلى بيان واقع تطبيق سياسة استهداف التضخم في بيئة الأعمال المصرية، من خلال تحديد درجة توفر متطلبات تطبيق سياسة استهداف التضخم في بيئة الأعمال المصرية، وعرض تجارب الدول الأخرى فيما يتعلق بسياسة استهداف التضخم وإمكانية الاستفادة منها في مصر، وقد استخدمت الباحثة المنهج الوصفي التحليلي، والمنهج الاستنباطي، وذلك بالرجوع إلى المراجع النظرية والأدبيات العالمية، إضافة إلى موقع البنك الدولي، وصندوق النقد الدولي، وقد توصلت الدراسة إلى: -إن التوجه نحو تطبيق سياسة استهداف التضخم يتطلب توافر متطلباته تطبيقها من توافر الشروط الاقتصادية والعامة والأولية لتطبيق هذه السياسة. -إن تبني واعتماد سياسة استهداف التضخم يتطلب من البنك المركزي المحافظة على معدل تضخم محدد، أو السماح بهامش معين خلال فترة زمنية محددة. -تساهم سياسة استهداف التضخم في تقليل التقلبات في معدلات التضخم والسيطرة على الصدمات التضخمية عبر جعل مداها الزمني أقصر نسبيا. -يتطلب نجاح سياسة استهداف التضخم إلى وجود أسواق نقدية ومالية متطورة كما يجب العمل على تطور أدوات السياسة النقدية وكفاءة قنوات انتقال أثر السياسة النقدية إلى القطاع الحقيقي. -تعزز سياسة استهداف التضخم من استقلالية كل من البنك المركزي والسياسة النقدية باعتبار أن الدول التي تتمتع بنوكها المركزية باستقلالية أكبر تحقق نجاحا في تطبيق سياسة استهداف أهداف التضخم. كما أوصت الدراسة بضرورة الاستفادة من تجارب الأسواق المتقدمة والناشئة والوقوف على مواطن القوة التي ساعدت في تحقيق نجاحها ووصولها إلى الهدف المحدد ومواطن الضعف التي عرقلت سير عملية الاستهداف وتسببت بحصول انحرافات خطيرة عن المعدل المستهدف.
The study aimed to demonstrate the reality of applying the inflation targeting policy in the Egyptian business environment, by determining the degree of availability of the requirements for applying the inflation targeting policy in the Egyptian business environment, and presenting the experiences of other countries with regard to the policy of targeting inflation and the possibility of benefiting from it in Egypt. The researcher used the descriptive and analytical approach. And the deductive approach, by referring to the theoretical references and international literature, in addition to the World Bank and the International Monetary Fund website, and the study concluded: - The orientation towards implementing the policy of targeting inflation requires the fulfillment of the requirements for its application from the availability of the economic, general and initial conditions for implementing this policy. Adopting and adopting an inflation targeting policy requires the central bank to maintain a specific inflation rate, or to allow a certain margin during a specific period of time. - The inflation targeting policy contributes to reducing the fluctuations in inflation rates and controlling inflationary shocks by making their time span relatively shorter. - The success of the inflation targeting policy requires the existence of developed monetary and financial markets, and the development of monetary policy tools and the efficiency of transmission channels for the impact of monetary policy to the real sector must be worked out. - The inflation targeting policy enhances the independence of both the central bank and monetary policy, given that countries whose central banks enjoy greater independence achieve success in implementing the policy of targeting inflation targets. The study also recommended the need to benefit from the experiences of developed and emerging markets, and to identify the strengths that helped achieve their success and reach the specified goal and the weaknesses that impeded the progress of the targeting process and caused serious deviations from the target rate.
