المستخلص: تهدف هذه الدراسة إلى تقييم فعالية الدور الأوروبي في عملية السلام الفلسطينية الإسرائيلية استنادا لوجهة النظر الفلسطينية، وتتمحور مشكلة الدراسة بشكل عام حول الصراع الفلسطيني الإسرائيلي الذي شكل دوما مصدرا للقلق لدى الاتحاد الأوروبي، والذي صرح في أكثر من مناسبة بأن استمرار هذا الصراع سيقوض الاستقرار في الشرق الأوسط، كما أن بعض دول الاتحاد الأوروبي كانت ترى أن بروز بعض النزاعات في المنطقة، وتفاقم ظاهرة الجماعات المتشددة ترجع بشكل رئيس إلى استمرار الاحتلال الإسرائيلي للأراضي الفلسطينية؛ أجرت الدراسة مقابلات منظمة ومقابلات وجها لوجه مع قيادات فلسطينية رسمية وأكاديميين وقيادات وطنية وإسلامية في أحزاب وفصائل فلسطينية وخبراء استراتيجيين ودبلوماسيين. ومن خلال المقابلات والأسئلة التي طرحت فقد توصلت الدراسة إلى أن مواقف الاتحاد الأوروبي من حيث المبدأ داعمة لحقوق الشعب الفلسطينية للوصول إلى حل سلمي للصراع الفلسطيني الإسرائيلي وتؤكد دائما على مبدأ حل الدولتين لكن هذا الدور لم يكن فعالا للضغط على إسرائيل للقبول بحل الدولتين، ويرجع هذا الضعف لأسباب داخلية تتعلق بتركيبة الاتحاد ومصالح الدول المنضوية فيه، ومعيقات خارجية لها علاقة بالولايات المتحدة وإسرائيل، وبناء على ما سبق توصي الدراسة بأنه يجب على الاتحاد الأوروبي كقوة سياسية كبيرة وقوة اقتصادية عملاقة أن يتجاوز دوره التقليدي ، وفرض عقوبات اقتصادية على إسرائيل ، وتفعيل دور مقاطعة المنتجات الاستيطانية ، والاعتراف بدولة فلسطين على حدود 1967 ، ودعم جهود القيادة الفلسطينية في عقد مؤتمر متعدد الأطراف لتفعيل عملية السلام ..

This research paper aims to assess the effectiveness of the European role in the Palestinian-Israeli peace process based on the Palestinian viewpoint. The research problem is centered in general on the importance of the Palestinian-Israeli conflict, which has always been a source of concern for the European Union, and which has stated on more than one occasion that the continuation of this conflict will undermine stability in the Middle East, In addition, some European Union countries believed that the emergence of some conflicts in the region, and the exacerbation of the phenomenon of militant groups, were mainly due to the continued Israeli occupation of the Palestinian territories. Therefore, the European Union tried to find a foothold in the political process between the Palestinians and the Israelis. Therefore, this study attempts to test the hypothesis of the effectiveness of this role and its independence from the American role in the political process between the Palestinians and Israel. The study conducted structured and face-to-face interviews with official Palestinian leaders, academics, national and Islamic leaders in Palestinian parties and factions, diplomats and strategic experts. Through the interviews and questions raised, the study concluded that the positions of the European Union in principle; support the rights of the Palestinian people in order to reach a peaceful solution to the Palestinian - Israeli conflict on the principle of a two-state solution, but this role was not effective enough to practice pressure on Israel to accept the two-state solution due to internal and external reasons related to the structure of the union and the interests of the countries under its framework. Based on the foregoing, the study recommends that the European Union, as a major political and economic power, should go beyond its traditional role, impose economic sanctions on Israel, activate the role of the boycott of settlement products, recognize the state of Palestine on the 1967 borders, and support the efforts of the Palestinian leadership in holding a multilateral conference to activate the peace process..
