|b The decrease in the general budget revenues in Algeria, as a result of the oil prices' decline in the international market starting from 2014 led to profound changes in the economic trends of the country. This is what led necessarily to the adjustment of the renewable energy promotion program [2011-20301 for the sake of integrating the renewable energy independent power producers, and private sector investment and financing. This paper aims at highlighting the most important motives and requirements for the use of project finance technique in the Algerian renewable energy sector, which is a widely usedfinancing technique in public-private partnerships across the world especially in the domain of renewable energy in the light of the South African model experience.

|a أدى انخفاض إيرادات الموازنة العامة في الجزائر نتيجة تراجع أسعار المحروقات في السوق الدولية بداية من 2014 إلى تغيرات عميقة في التوجهات الاقتصادية للبلاد، مما يؤدي بالضرورة إلى تعديل برنامج ترقية الطاقة المتجددة (2011- 2030) بغية ضم المنتجين المستقلين للطاقة المتجددة وضخ الاستثمار والتمويل الخاص إلى القطاع. تهدف هذه الورقة البحثية إلى إبراز أهم دوافع ومتطلبات استخدام تقنية تمويل المشروع في قطاع الطاقة المتجددة في الجزائر، وهي التقنية التمويلية المستخدمة على نطاق واسع في مشاريع الشراكة عام- خاص عبر العالم لا سيما في مجال الطاقة المتجددة على ضوء التجربة النموذجية لجنوب إفريقيا.
