تمثل عملية اكتشاف المتفوقين والموهوبين الخطوة الأولى التي يعتمد عليها نجاح برامج رعاية المتفوقين والموهوبين، حيث إنها تؤثر في كل ما يتبعها من خطوات، والواقع أن هذه العملية تدرج في حسابات النظام التعليمي المصري من قديم لكنها لم تكن تتم بشكل نظامي محدد ومن خلال استراتيجية قومية متفق عليها، بل إنها غالبا ما تتم بشكل منقوص وفي إطار مبادرات فردية من بعض الأفراد أو الوزارات، لذا فهذه الورقة وإن كنا لن نغفل التنظير إلا أننا سوف نركز على كيفية الانتقال من موضع التنظير إلى الحديث عن الممارسة الإجرائية التنفيذية على أرض الواقع في مجال اكتشاف ورعاية المتفوقين والموهوبين، وذلك من خلال تقديم رؤية تتضمن المحاور التالية: أولًا: تحديد مفهوم التفوق والموهبة. ثانيًا: رصد لتطور جهود اكتشاف ورعاية الموهوبين في مصر ثالثًا: نحو فلسفة جديدة لاكتشاف ورعاية المتفوقين والموهوبين في مصر. رابعًا: دور مؤسسات التعليم قبل الجامعي في رعاية المتفوقين والموهوبين. خامسًا: نماذج لرعاية المتفوقين والموهوبين في مرحلة التعليم قبل الجامعي أ. إدارة رعاية الموهوبين بديوان وزارة التربية والتعليم ومراكز رعايتهم بالمديريات التعليمية. ب. مدارس المتفوقين في العلوم والتكنولوجيا STEM. سادسًا: دور مؤسسات التعليم الجامعي في رعاية المتفوقين والموهوبين.
The process of discovering the gifted and talented represents the first step on which the success of the programs for gifted and talented care depends. As it affects all the steps that follow, and in fact, this process is included in the calculations of the Egyptian educational system from the past, but it was not carried out in a specific systematic manner and through an agreed national strategy, but rather it is often carried out incompletely and within the framework of individual initiatives by some individuals or the ministries. So this paper, although we will not neglect theorizing, we will focus on how to move from theorizing to talking about the procedural practice on the ground in the field of discovering and caring for the gifted and talented, by presenting a vision that includes the following axes: First: Defining the concept of excellence and talent. Second: Monitoring the development of efforts to discover and care for the gifted in Egypt. Third: Towards a new philosophy for discovering and nurturing the talented and talented in Egypt. Fourth: The role of pre-university education institutions in caring for the gifted and talented. Fifth: Models for caring for the talented and talented in pre-school university education: A- The department of gifted care at the Ministry of Education's office and their care centers in the educational directorates. B- Schools of Excellence in Science and Technology (STEM). Sixth: The role of university education institutions in nurturing the gifted and talented.
