المستخلص: هدفت الدراسة الحالية تعرف ماهية السياسة التعليمية، وأبرز مقوماتها ومعايير صنعها، وكذلك تعريف جائحة كورونا، وأهم تداعياتها الاجتماعية والاقتصادية والسياسية على الأنشطة التعليمية والتربوية بالتعليم العالي، بالإضافة إلى الكشف عن معالم السياسة التعليمية المطبقة وقت أزمة فيروس كورونا بجامعة الفيوم وذلك من أجل إبراز أوجه القصور والقوة في تنفيذ السياسة التعليمية وقت الأزمة بالجامعة، مع تحديد تصورات خبراء السياسات التعليمية حول كفاءة السياسة التعليمية المستخدمة وقت الأزمة بجامعة الفيوم، ووضع تصور مقترح لزيادة كفاءتها والتغلب على معوقات تنفيذها ، استخدمت الدراسة المنهج النقدي لفهم الكيفية التي استجابت بها الجامعات المصرية من خلال سياساتها التعليمية لتداعيات أزمة فيروس كورونا المستجد، بالإضافة إلى أسلوب دراسة الحالة ، وبناء على تحليل المقابلات وتحليل المحتوى لقرارات السياسة التعليمية توصلت الدراسة إلى العديد من النتائج من أهمها: توقف السياسة التعليمية لجامعة الفيوم على التصدي للأزمة ومحاولة الحد من آثارها السلبية على المنظومة التعليمية بالكليات، إضافة إلى ضعف اعتماد السياسة التعليمية على أساس معلوماتي قوى عن عناصر المنظومة التعليمية، لذا انفصلت السياسة عن الحاضر والمستقبل، وبالتالي اقتصر تأثيرها على ردود الأفعال، وعلى تسيير المشكلات والالتفاف حولها أكثر من اقتحامها والتخلص منها، ووضع البحث تصورا نظريا لزيادة فاعلية السياسات التعليمية لجامعة الفيوم وقت الأزمة.

The current study aimed at investigating the term of educational policy, its components and basic standards for establishing it, as well as identifying the notion of SARS-Cov2 pandemic, and its major social, economic, political and educational impacts on higher education institutions. Furthermore, it tried to address the features of educational policy which was implemented at the time of Coronavirus at Fayoum University to highlight the shortcomings and strength in implementing it. It also attempted to identify the perceptions of experts regarding efficiency of the educational policy used at the time of the crisis at Fayoum University and developing a Suggested Perception to increase its efficiency and overcome obstacles to its implementation. The study employed the ideas of the critical theory to understand how Egyptian universities responded, through their educational policies, to the repercussions of the crisis. The study also used the case study method. Based on interview analysis and content analysis of educational policy decisions ,the study reached many results which are: the educational policy of Fayoum University has stopped in dealing with the crisis to just reduce its negative effects on the educational system in the colleges, in addition to poor adoption of the educational policy on a strong basis of information on the elements of the educational system, As a result, the policy has been separated from the present and the future and therefore, a limited role on just reactions, and managing problems more than solving them was employed. Finally, the study developed a suggested proposal to improve the effectiveness of educational policies of Fayoum University at the time of crisis.
