التنوع الثقافي من الإشكاليات التي تواجه الدول في أي مكان، لكن الاختلاف هو في نوعية إدارة هذا التنوع، هل هي إدارة تمتلك آليات الحكم الصالح الذي يحقق العدالة الاجتماعية أو الحكم غير الصالح بكل أنواعه، وتعد هذه الجدلية من التحديات التي تواجه الدول وتتطلب اتخاذ القرارات الصحيحة، فالتنوع الثقافي سلاح ذو حدين، يمكن استخدامه بإيجابية ثم يتم الاستفادة من الاختلافات وتكريس التنوع كوسيلة للتعايش والتقدم، أو استخدامه بسلبية حتى يصبح وسيلة للفتنة والفساد. ثروة الشعوب لا تتحقق بالأماني، ودون وعي حقيقي بأهمية العوامل الثقافية في تكوين واستمرار الثروة، ومنها الحث على مجتمع القانون، والتي بدونها لن يتسنى لأي مجتمع الوصول إلى عتبة التنمية المستدامة. فضلا عن أن واقع التنوع الثقافي في العراق يعاني من إشكاليات كثيرة أذ تهدد كيان الدولة، ولذلك هناك حاجة إلى العمل على تأسيس حكم صالح وترسيخه حتى يمكن من خلاله إدارة هذا التنوع. يهدف البحث الحالي إلى دراسة ظاهرة التنوع الثقافي وإشكالية إدارتها في المجتمعات الانتقالية والتي توصف بأنها مجتمعات غير متجانسة مع التركيز على المجتمع العراقي. وتمخضت منهجية البحث بالاعتماد على المنهج الوصفي التحليلي لعرض وتوضيح ماهية المفاهيم العلمية والمفاهيم ذات الصلة الوثيقة بموضوع البحث وتحليل نوعية العلاقة بين متغيراتها وأسبابها واتجاهاتها، ومختلف الجوانب التي تحاول سبر أغوار الظاهرة المدروسة والوقوف على حقيقتها على أرض الواقع. كما تم الاعتماد على المنهج المقارن في عقد مقارنات بين النموذج العراقي وبعض التجارب العربية والعالمية وفيما بينها أيضا. وتوصلت الدراسة إلى جملة من الاستنتاجات والمقترحات كسبل لعلاج هذه الظاهرة والاستفادة منها كقوة اجتماعية للتعايش السلمي وخدمة مسيرة التنمية، عن طريق أرساء مبادئ دولة القانون والمؤسسات وتفعيل آليات الحكم الصالح.

Wealth is not achieved by peoples wishes, without a real awareness of the importance of cultural factors in the formation and continuation of wealth, which induce a Community law, without which no society will not be able to reach the threshold of sustainable development. As well as the reality of cultural diversity in Iraq suffers from many problems threatening the State entity, and therefore there is a need to establish good governance and consolidate so you can manage this diversity. Current research aims to study the phenomenon of cultural diversity and problematic management in transitional societies, which is described as a heterogeneous communities with a focus on Iraqi society. Methodology of the research produced by relying on descriptive analytical presentation explaining what scientific concepts and concepts relevant to the subject of research and analysis of the quality of the relationship between variables and their causes and trends, and the various aspects that are trying to fathom phenomenon and stand up for what they are on the ground. As reliance on comparative method in comparisons between the Iraqi model and some Arabic and international experiences with them too. The study found a set of conclusions and proposals as ways to treat this phenomenon and utilized as a social force for peaceful coexistence and development service, by establishing the principles of the rule of law and good governance mechanisms and institutions.
