المستخلص: يهدف هذا البحث إلى التعرف على مدى توافر متطلبات تطبيق إدارة الجودة الشاملة برعاية الشباب بكلية التربية الرياضية -جامعة المنوفية. من خلال فلسفة الجودة الشاملة وذلك كمحاولة لتحسين مستوى الأداء برعاية الشباب وذلك من خلال:- تقويم مستوى جودة الخدمات الطلابية التي تقدمها رعاية الشباب بكلية التربية الرياضية - التركيز على العميل - تأسيس نظام معلومات لإدارة الجودة الشاملة - الإدارة الفعالة للعنصر البشرى - تدريب العاملين ومشاركة العاملين في عملية تحسين الجودة. وقد استخدم الباحث المنهج الوصفي. وتم اختيار عينة البحث من جميع العاملين برعاية الشباب بكلية التربية الرياضية وعددهم (٩) والطلاب المقيدين للعام الدراسي 2004- 2005م والبالغ عددهم (٨٣٧) والموزعون على الفرق الدراسية الأربعة واستخدم الباحث استبيانات لجمع البيانات من إعداده بعد إجراء المعاملات العلمية لها على عينة عشوائية من العاملين والطلاب. ومن أهم النتائج بالنسبة لمستوى جودة الخدمات الطلابية والمقدمة للطلاب كانت بدرجة جيدة وجاءت في المرتبة الأولى. ومستوى جودة أداء العاملين كانت بدرجة جيدة ولكن جاءت بالمرتبة الثانية. في حين كانت جودة الإمكانات المتاحة بدرجة جيدة ولكن جاءت في المرتبة الثالثة. إما بالنسبة لأداء العاملين فقد جاء بعد الإدارة الفعالة للعنصر البشري في المرتبة الأولى بدرجة جيدة وبعد التركيز على العميل جاء في المرتبة الثانية وبعد مشاركة العاملين في عمليات تحسين الجودة جاء في المرتبة الثالثة وبدرجة مقبولة. أما بعد تأسيس نظام معلومات لإدارة الجودة الشاملة فقد جاء في المرتبة الرابعة وبنسبة مقبولة في حين جاء بعد تدريب العاملين على متطلبات إدارة الجودة الشاملة في المرتبة الخامسة والأخيرة وكذلك بنسبة مقبولة. \ وفى ضوء أهداف البحث وتساؤلاته ونتائجه يوصي الباحث بضرورة الاتجاه إلى تغيير النظرة السلبية من جانب الإدارة العليا تجاه العاملين والتأكيد على تدعيم فرص المشاركة الإيجابية والرقابة الذاتية والاهتمام بالعاملين في جميع المستويات الإدارية ورفع وعي العاملين بمبادئ إدارة الجودة الشاملة وتدريبهم على تطبيق متطلبات إدارة الجودة الشاملة من أجل تحسين مستوى الأداء وتكوين فرق العمل وتفويض السلطات في بعض الأعمال التي تحتاج إلى قرارات في تنفيذها فهي تؤدى إلى رفع مستوى جودة الخدمات المقدمة. وذلك من أجل تحسين مستوى جودة الخدمات الطلابية، تحسين مستوى جودة الإمكانات المتاحة، تحسين مستوى جودة أداء العاملين والارتقاء بها إلى مستوى الجودة المطلوب.

The target of this research to the recognition throughout the availability of the requirements of the application of the complete quality administration with the care of the young men in the Faculty of Physical Education - Monofiya university is . through the philosophy of the complete quality and that as an attempt of the improvement of the performance level with the care of the youth and that through : - the reformation of the level of the student services quality that the care of the young men presents in the Faculty of Physical Education - the concentration on the customer - the foundation of information system of the administration of the complete quality - the effective management of the human element - training the workers - the partnership of the workers in the quality improvement operation is . and the researcher has used the descriptive method . and the choice of the research sample took place from all of the workers with the care of the young men in physical education faculty and their number ( 9 ) and the bound students to the academic year ^2004/ 2005 reaching their number ( 837 ) and distributed among the four academic groups and the researcher used the questionnaires of the collection of the data from its preparation after holding the scientific dealings of for them on a random sample of the workers and the students . and from the most important results for the level of the quality of the student services and offered to the students that was by a good degree and in the first place . and the level of the quality of the performance of the workers came that was by a good degree but . brought the second rank while they were a quality except As for the performance of the workers he has come after the effective management of the human element in the first place by a good degree and after the concentration on the customer it came in the second rank and after the partnership of the workers in the quality improvement operations . came in the third rank and in an accepted degree as for after the foundation of information system to the administration of the complete quality it has come in the fourth rank and in an accepted ratio while it came after training the workers on the requirements of the application of the complete quality administration in the fifth and last rank and also by an accepted ratio And in light of the research targets and its inquiries and its results the researcher is advised on the necessity of the trend for the change ot the negative consideration from the top management towards the workers and the confirmation on the support of the opportunities of the positive participation and the personal supervision and the care by the workers in all the administrative levels and raising informed the workers of the principles of the administration of the complete quality and their training in the application of the requirements of the complete quality administration for the sake of the improvement of the performance level and the formation of the work groups and the entrustment of the authorities in some of the works that need dec isions in their execution then she is done to raising the level of the offered services quality . and that for the sake of the improvement of the level of the student services quality, the improvement of the level of the available capabilities quality, the improvement of the level of the quality of the performance of the workers and the improvement them to the required quality level.
