المستخلص: One of the most important things that must be considered and radically changed is the matters of education in general and university education in particular, because, for the first time in recorded human history, we find that the survival of society depends entirely on universities and their outcome and because the university education means thought, thought means scientific research, and scientific research means progress and technology. It is imperative that a nation stopping thinking is destined to break down, decay, and collapse. The University is required to keep abreast of the changes and transformations taking place by virtue of its location and institutional position in society. National authorities and educational institutions are in the process of introducing profound changes in the institutional structures and forms of university education, as well as in teaching methods and scientific research, with a growing awareness of the need to pursue educational methods that are comprehensive and multidisciplinary, and training as well as research, rapid progress of information technology, and new means of communication. Therefore, it is important for the roles and responsibilities of universities to reconsider their current positions and define the perceptions and expectations to draw up its educational policy and determine its future objectives for its various activities and tasks to reach the future with full preparations without colliding with a phase that leads to disintegration and dispersion in a way that is imposed reality and is a result of external systems whose foundations and principles are imposed on them as a result of Rapid Change and Evolution Waves. In the same context are questions about alternatives and future prospects for university education in order to face future changes. At the same time, there is a need for change, development, and reflection on the introduction of some global developments in university degrees, and the need to reconsider student preparation programs and methods of dealing with them in line with recent trends seen as future aspirations in university education, and develop itself and modernize its methods, in line with the changes of the rapid era, all this in order to keep pace with the quality of education and educational programs, which prompts university graduates to follow the right and fast path of industrialization and related scientific and technological progress, in almost all university areas.

L'une des choses les plus importantes qui doivent être examinées et radicalement modifiées c'est l'enseignement en particulier et l'enseignement supérieur en général c'est la première fois dans l'histoire humanitaire qu'on trouve qu'une société compte totalement sur les universités et leurs cadres , Parce que l'enseignement supérieur signifie pensé et pensé signifie recherche scientifique et cette dernière signifie modération et technologie Et forcément lorsque une nation s'arrête de penser son destin sera forcément la détruite La décadence et l'effondrement . L'université est demandée de continuer à suivre le rythme des transformations en vertu de sa place dans la société. Aujourd'hui les autorités nationales et les institutions d'enseignants e processus d'apprentissage pour des changements profonds dans les méthodes des institutions de l'enseignement supérieur, et de la recherche scientifique des multiples méthodes d'enseignement de la formation et aussi l'importance des recherches scientifiques et des nouvelles méthodes de communication, parmi les importants rôles et les responsabilités désignés aux universités est de revoir, déterminer les perceptions et les attentes et de définir les objectifs futurs pour les différentes activités afin d'atteindre l'avenir avec des préparatifs complets sans phase de collision conduisant a la dispersion. Afin de répondre aux futurs changements et en même temps au développement. L'obligation de revoir les méthodes d'enseignements et travailler à moderniser ses méthodes pour maintenir la qualité des programmes d'éducation et d'enseignement, poussant les diplômés universitaires a marcher sur la bonne voie des progrès scientifiques et technologiques dans tous les domaines de l'université.

إن من أهم الأمور التي يجب تمحيص النظر فيها وتغييرها جذرياً، هي أمور التعليم عامة والتعليم الجامعي بخاصة، لأنه للمرة الأولى في التاريخ الإنساني المسجل نجد أن بقاء المجتمع يعتمد اعتماداً كلياً على الجامعات ومخرجاتها، ولأن التعليم الجامعي يعني الفكر، والفكر يعني الأبحاث العلمية، والأبحاث العلمية تعني التقدم والتكنولوجيا، وحتماً فإن توقف أمة عن التفكير يكون مصيرها التداعي والاضمحلال والانهيار، فالجامعة مطالبة بمواكبة التغيرات والتحولات الحاصلة بحكم موقعها ومكانتها المؤسسية في المجتمع، حيث أصبحت السلطات الوطنية والمؤسسات التعليمية بصدد إدخال تغييرات عميقة في البنى والأشكال المؤسسية للتعليم الجامعي، وكذلك في أساليب التدريس والبحث العلمي مع تنامي الوعي بضرورة توخي الطرائق التعليمية الشاملة للتخصصات وتعددها، والتدريب وأيضاً إجراء البحوث والتقدم السريع لتكنولوجيا المعلومات وسبل الاتصال الجديدة لذلك فإن من الأهمية للأدوار والمسؤوليات الموكلة إلى الجامعات، أن تعيد النظر بمواقعها الحالي، وتحدد التصورات والتوقعات لرسم سياستها التعليمية وتحدد أهدافها المستقبلية لمختلف نشاطاتها ومهماتها كي تصل إلى المستقبل بكامل استعداداتها دون الاصطدام بمرحلة تؤدي إلى التخبط والتشتت بشكل يكون واقع مفروض وتكون منقادة لأنظمة خارجية تفرض عليها أسسها ومبادئها الخاصة نتيجة موجات التغير والتطور السريع وفي السياق نفسه من التساؤلات التي تعد بدائل وتوقعات مستقبلية للتعليم الجامعي، لأجل مواجهة التغيرات المستقبلية، وفي الوقت نفسه تدعو الحاجة إلى التغيير والتطوير والتفكير في الأخذ ببعض الاستحداثات العالمية في الدرجات العلمية الجامعية، وضرورة إعادة النظر ببرامج إعداد الطلاب وأساليب التعامل معهم بما يتماشى مع الاتجاهات الحديثة التي ينظر إليها كتطلعات مستقبلية في التعليم الجامعي، والعمل على تطوير نفسها وتحديث أساليبها، لما يتناسب مع تغيرات العصر السريع كل هذا من أجل مواكبة جودة التعليم والبرامج التعليمية مما يدفع خريجي الجامعة للسير على الطريق الصحيح والسريع للتصنيع وما يتصل به من تقدم علمي وتكنولوجي، في كل مناطق الجامعية تقريباً.
