المستخلص: إن التحول الرقمي والانتشار السريع لتقنية المعلومات والاتصالات غير العالم، ومعه شكل حياتنا اليومية وتصرفاتنا. كما أثر على مختلف المفاهيم وطورها إلى أخرى جديدة مواكبة للعصر. ومن أهمها مفهوم الإرهاب، حيث يجتذب عالم الإنترنت والتكنولوجيا المنظمات الإرهابية نظرا لافتقاره لعناصر الرقابة بل ويمثل البيئة المناسبة لممارستهم الإرهابية ونشر رسائل الكراهية والعنف التي تسيطر على وجدان الأفراد لإفساد عقائدهم وإذكاء تمردهم واستغلال معاناتهم في تحقيق مآرب خاصة تتعارض مع مصلحة المجتمع أو القيام بأعمال تخريبية بشكل يخفي هويتهم، فأصبحنا بذلك نتكلم عن ظاهرة جديدة ألا وهي ظاهرة الإرهاب الإلكتروني وأثره السلبي على كافة فئات المجتمع خصوصا الأطفال، فهو كشكل جديد من أشكال الإرهاب الذي يعتمد على استخدام التقنيات الرقمية الحديثة لنشر الخوف والرعب لأغراض سياسية، يعتبر اليوم من أهم تهديدات الأمن الاجتماعي لكافة المجتمعات المحلية والدولية وجميع الفئات العمرية على حد سواء. فوسائل التكنولوجيا والإنترنت باتت تلازم الإنسان في جميع مراحل حياته، فمنذ اللحظات الأولى التي يفتح بها الأطفال عيونهم على هذا العالم تبدأ هذه التقنية في رسم تجاربهم الحياتية، وأفكارهم ومعتقداتهم ليرافقهم هذا التأثر في جميع مراحلهم العمرية وتنشئتهم الاجتماعي. وعليه ندرس الموضوع من خلال تحديد هذه الجريمة التي تختلف عن الجرائم ذات الطابع التقليدي أو ما كان متعارف عليه منذ خلق البشرية لغاية قيام الثورة المعلوماتية ودخولنا في عصر العولمة، والتي يطلق عليها الإرهاب الإلكتروني (تعريفه-خصائصه-أشكاله) وأثره على الأطفال وإبراز أهم السبل لمكافحته.

The digital transformation and the expeditious spread of information and communication technology have changed the world, and with it the way we survive and comport. It also influenced various concepts and prepared them into different ones that keep pace with the epoch. Unmatchable of the most significant is the concept of terrorism, as the world of internet and technology attract terrorist organizations due to its lack of control elements. But rather represent appropriate environment for their terrorist practices and the diffusion of messages of hate and violence that hold in the consciousness of individuals to corrupt their beliefs. Fuel their rebellion and exploit their suffering in achieving specific go als that conflict with the interest of society or to carry out subversive a cts. In a way that conceals their identity, thus, we began speaking about a recent phenomenon, that is to say the phenomenon of electronic terrorism and its negative impact on all part of society, particularly children; equally, it is a novel kind of terrorism that relies on the purpose of modern digital technologies to propagate fear and terror for political uses. For all local and international communities and all age groups alike. The means of technology and the Internet are accompanying the human organism at all stages of his span, from the first moments that children open their eyes to this world. This technique starts out to describe their life experiences, thoughts and feelings to accompany them at all stages of their lives and socialization. The study aims at identifying this crime, which is different from crimes of a traditional nature, or what was customary from the creation of humanity until the revolution of information and our entryway into the era of globalization, which is called cyber terrorism (its definition- its characteristics- its contours) and its impact on children and highlight the most significant ways to battle it.
