المستخلص: This study aims to analyze the phenomenon of urban growth and the most important problems arising from this phenomenon. The city of Batna has experienced the phenomenon of chaotic construction as a backward pattern and a form of rapid, unorganized and unplanned urban growth, as an attempt to capture the aspects of the phenomenon by defining the forms it takes, highlighting the processes of urban growth, the trends of expansion in the city and the chaotic urban fabric, and the associated factors leading to the acceleration of urban growth processes, whether regular or irregular, where it is headed by demographic factors, political factors, economic factors embodied in the policy of industrial settlement, the nature of real estate ownership and the chaos in the real estate sector in the city, in addition to the organizational and social factors, and addressing the growth plan of the city of Batna, which takes the annular and linear form. After that, we dealt with the most important challenges of urban expansion of the city, and the efforts made by the state to regulate its expansion and reduce chaotic construction, then identify the most important effects of irregular urban growth on all aspects and difficulties that are created by the phenomenon. تهدف هذه الدراسة إلى تحليل ظاهرة النمو الحضري وأهم المشكلات التي تفرزها الظاهرة، فقد عرفت مدينة باتنة ظاهرة البناء الفوضوي كنمط متخلف وشكل من أشكال النمو الحضري السريع وغير المنظم وغير المخطط، وكمحاولة للإحاطة بجوانب الظاهرة من خلال تعريفها الأشكال التي تأخذها، مع تسليط الضوء على عمليات النمو الحضري واتجاهات التوسع بالمدينة والنسيج العمراني الفوضوي، والعوامل المرتبطة والمؤدية إلى تسارع عمليات النمو الحضري سواء كان منتظم أو غير منتظم، حيث تتصدرها العوامل الديمغرافية، العوامل السياسية، العوامل الاقتصادية والمتجسدة في سياسة التوطين الصناعي، وطبيعة الملكية العقارية والفوضى التي يشهدها قطاع العقار بالمدينة، إضافة إلى العوامل التنظيمية والاجتماعية، والتطرق إلى خطة نمو مدينة باتنة والتي تأخذ الشكل الحلقي والخطي، بعد ذلك تناولنا أهم تحديات التوسع العمراني للمدينة، والجهود المبذولة من طرف الدولة لتنظيم توسعها والحد من البناء الفوضوي، ثم التعرف على أهم آثار النمو الحضري غير المنتظم وعلى كل الجوانب والصعوبات التي تخلقها الظاهرة.

Cette étude vise à analyser le phénomène de croissance urbaine et les problèmes les plus importants qui rèsultent de ce phénomène. La ville de batna a connu le phénomène de construction chaotique come un modèle différent et une forme de croissance urbaine rapide, désorganisée et incontrôlée. Come une tentative de capturer les aspects du phénomène à travers sa définition et les formes qu’il prend tout en mettant en évidence les processus de croissance urbaine et les processus de croissance urbaine et tendances d’expansion de la ville et tissu urbain anarchique, ainsi que les facteurs associés conduisant à accélérer les processus de croissance urbaine dans ses deux formes régulière et irrégulière, ou on peut mettre en tête les facteurs démographique et les facteurs politique, les factures économiques qui se résument dans l’incarnation dans la politique de règlement industriel et la nature de la propriété immobilière dans la ville, En plus des facteurs organisation els et sociaux, et pour répondre au plan de croissance de la ville de batna qui prend une forme circulaire et linéaire, après cela l’étude a abordé les défis les plus importants de l’expansion urbaine de la ville et les efforts déployés par l’état pour réguler son expansion et réduire la construction désordonnée, et puis identifier les effets les importants de la croissance urbaine dans sa forme irrégulière et touts les aspects et les difficultés engendrées par ce phénomène.
