المستخلص: " تحقيق التنمية المجتمعية مسئولية مشتركة تتطلب تضافر جهود جميع الجهات من أجل تحقيق الأهداف المرجوة، بشكل يؤدي إلى تفعيل دور كافة القطاعات الاقتصادية والاجتماعية والثقافية والتعليمية، أو تطويره لاستثمار ما لديها من موارد، الاستثمار الأمثل لتحقيق استدامة التنمية المستهدفة. وتعد الجامعات من أهم القطاعات التي يمكن تسهم في تحقيق التنمية بالدول المتقدمة منها أو النامية، وذلك لما لها من طبيعة خاصة تجعل منها شريكا أساسيا في تطوير المجتمعات، حيث امتلاكها لتراث علمي يتضمن أبحاث وتجارب علمية مبتكرة، بالإضافة إلى موارد بشرية سواء كانت مؤهلة (يتمثل في أعضاء هيئة التدريس والباحثين) أو تحت التأهيل (والمتمثلة في الطالب الجامعي)، فهناك من أطلق على الجامعات وكالات للابتكار وتكوين راس المالي البشري. هذا ويرجع البعض بداية طرح تلك القضية لعام ١٩٦٩ حيث تناولها مؤتمر لجامعة ميزوري Missouri كلومبيا كمحور أساسي متستندا على فرضية مؤداها "" أن الجامعات الحديثة لا يقتصر دورها على تنشئة الشباب وإكسابهم القيم والاتجات البناءة بجانب إكسابهم المعارف والمهارات، وإنتاج المعرفة، وإنما يجب أن يتعدى الأمر إلى ضرورة استثمار ما لديها من موارد للإسهام في تحقيق التنمية المجتمعية المستدامة. فمنذ ذلك الحين تتالت تجارب الجامعات الناجحة بعدد من الدول في تحقيق التنمية الاقتصادية والاجتماعية والثقافية....، وسوف يتعرض البحث الحالي لها بالوصف والتحليل، ذلك في ضوء دور برامج الأنشطة الطلابية في تهيئة الطلاب للمساهمة في مبادرات الجامعة التنموية، والكشف والاستثمار للكوارد الشبابية ودعم ما لديهم من مبادرات غير تقليدية تستهدف تنمية المجتمع المحيط. وبهذا يهدف البحث الحالي، وصف وتحليل إسهامات مبادرات الجامعة المجتمعية في جامعة الفيوم (تتضمن أنشطة اجتماعية داخل وخارج الحرم الجامعي والتي تتم بالتعاون مع المؤسسات الفاعلة بالمجتمع المحيط وباستثمار ما لدى الجامعة من موارد بشرية ومادية....) والتي تهدف إلى تحقيق التنمية المجتمعية، في تنمية قيم المواطنة لدى طلاب الجامعة ومن ثم تحديد معوقات التي تواجه تحقيق ذلك، وبالتالي الخروج بتصور مقترح لتفعيل الدور التنموي للجامعات في تنمية قيم المواطنة لدى طلاب الجامعة."

"Achieving community development is a shared responsibility that requires the concerted efforts of all parties in order to achieve the desired goals in a way that leads to activating the role of all economic, social, cultural, and educational sectors or developing it to invest their resources, the optimal investment to achieve the sustainability of the targeted development. Universities are among the most important sectors that can contribute to achieving development in developed or developing countries because of the special nature that makes them an essential partner in the development of societies, as they have a scientific heritage that includes innovative scientific research and experiments, in addition to qualified human resources (represented by the faculty members and researchers) or under qualification (represented by the university student), there are those who called universities agencies for innovation and human capital formation. Some refer to the beginning of this issue in 1969, when a conference of the University of Missouri, Columbia, addressed it as the main focus, based on the premise that “modern universities’ role is not limited to raising young people and providing them with values and constructive attitude, in addition to providing them with knowledge and skills, and producing knowledge, but the matter should go beyond to the need of investing its resources to contribute to achieving sustainable community development. Since then, the successful experiences of universities in a number of countries have followed in succession in achieving economic, social, and cultural development ...., and the current research will describe and analyze it in light of the role of student activities programs in preparing students to contribute to the university’s development initiatives, discovering and investing in youth cadres and supporting their non-traditional initiatives aimed at developing the surrounding community. Thus, the current research aims to describe and analyze the contributions of the university’s community initiatives at Fayoum University (including social activities inside and outside the university campus, which are carried out in cooperation with active institutions in the surrounding community and by investing the university’s human and material resources) which aim to achieve community development, in developing the values of citizenship among university students and then identifying the obstacles that face achieving this, and thus coming up with a proposed vision to activate the developmental role of universities in developing the values of citizenship among university students.
