|a تتناول الورقة البحثية تقييم دور العلاقات العامة في ديوان الخدمة المدنية بالكويت، وذلك لأهمية دور العلاقات العامة في دراسة الجماهير والتعرف على آرائهم حول المؤسسات والخدمات التي تقدم من خلالها بل وآليات العمل بها، ثم نقل هذه الآراء إلى إدارة المؤسسات لتستعين بها أثناء عمليات التطوير التي يجب على كل مؤسسة القيام بها ذاتيا وبشكل دوري؛ وكذا تكون العلاقات العامة من الأهمية بمكان بحيث يجب على المؤسسات إعطائها مكانة كبيرة، إذ تقاوم ظاهرات الضعف بالمؤسسات وتساهم في تقويمها. ومن هذا المنطلق ولتدعيم ديوان الخدمة المدنية الكويتي -نظرا لأنه يمثل العمود الفقري للجهاز الإداري لدولة الكويت -فقد قامت الدراسة بتقييم دور العلاقات العامة فيه والوقوف على المستوى الخدمي الذي يقدمه وذلك من خلال تطبيق منهج المسح الميداني عن طريق استمارات الاستبيان وإجراء العمليات الإحصائية عليها، وذلك لتحسين أداء منظومة العلاقات العامة وتحديد المشكلات التي تحد من فاعليتها والمساهمة في حلها."
