تستهدف حوكمة الموازنة إرساء قيم الشفافية والمشاركة في مؤسسات الموازنة على النحو الذي يحقق فاعلية المساءلة لتلك المؤسسات، باعتبار أن فاعلية المساءلة هي الأساس في تحقيق تراكم رأس المال الاجتماعي ودفع مسار التنمية المستدامة. ويستهدف هذا البحث توضيح المسارات المختلفة التي تعمل قيم ومحددات حوكمة الموازنة من خلالها على تحقيق تراكم رأس المال الاجتماعي وتحقيق التنمية المستدامة في المجتمع، من خلال ثلاثة مسارات أساسية هي دفع تحقيق التنمية الاقتصادية، تحقيق العدالة الاجتماعية، وتعزيز الديمقراطية والاستقرار السياسي في المجتمع توصلت الدراسة إلى على أن نجاح تطبيق الحوكمة يعمل على تطوير البيئة المؤسسية التي تحدث فيها التنمية من خلال تفعيل قيم الشفافية والمساءلة وإرساء سلطة القانون وتعميق المشاركة بين مختلف الفاعلين في تلك البيئة بهدف محاربة الفساد على اختلاف أنواعه وأشكاله وتحقيق الإدارة الرشيدة لمنظومة التنمية كما أن نجاح الحوكمة يؤدي ذلك إلى ضبط مسارات التنمية المستدامة بكافة أنماطها، ودفع عجلة التنمية الاقتصادية، وتحقيق العدالة الاجتماعية، وتعزيز القيم الديمقراطية، وغياب العنف ودعم الاستقرار السياسي في المجتمع، مما يؤدي في النهاية إلى تراكم رأس المال الاجتماعي بشقيه المدني والمؤسسي.
The aim of the budget governance is to establish the values of transparency and participation in the budget institutions in order to achieve the effective accountability of these institutions, since the effectiveness of accountability is the basis for achieving the accumulation of social capital and advancing the path of sustainable development. The aim of this research is to clarify the different paths in which the values and determinants of budgetary governance work to achieve the accumulation of social capital and achieve sustainable development in society through three main tracks promoting economic development, achieving social justice and promoting democracy and political stability in society. The study concluded that the successful implementation of governance works to develop the institutional environment in which development takes place through activating the values of transparency and accountability, establishing the rule of law and deepening the participation among the different actors in that environment in order to fight corruption of all kinds and forms, This leads to the adjustment of sustainable development paths of all kinds, the promotion of economic development, the achievement of social justice, the promotion of democratic values, the absence of violence and the promotion of political stability in society, which ultimately leads to the accumulation of social capital Both civil and institutional.
