المستخلص: هدفت الدراسة إلى مقارنة تجربة استجابة وتعامل النظام التعليمي العماني والنظام التعليمي المغربي مع الظروف الطارئة في ظل جائحة كوفيد - 19، التعرف على تأثير الجائحة على التعليم بالبلدين، والتعرف على أبرز الإجراءات التي اتبعها كل نظام لضمان استمرار تعلم الطلبة، والتعرف على خطوات وإجراءات التعليم عن بعد، وتحليل واقع البنية التحتية بالبلدين اللازمة للتعليم عن بعد، وتحديد سلبيات وإيجابيات وآفاق التعليم عن بعد في البلدين بعد جائحة كورونا كوفيد - 19 حيث تبنت الدراسة المنهج الوصفي المقارن المعتمد على التحليل والاستقصاء ودراسة أوجه التشابه والاختلاف. واعتمدت الدراسة على تحليل قرارات ومنشورات وزارة التربية العمانية وزارة التربية الوطنية والتكوين المهني والتعليم العالي والبحث العلمي المغربية، والتقارير الدولية، وبعض البحوث والدراسات العلمية. وخلصت الدراسة إلى أن البلدين نهجا إجراءات متقاربة لمواجهة الأزمة ولضمان استمرار تعلم الطلبة، عدم وجود خطط مسبقة للتعليم وقت الأزمات، وأن التعليم عن بعد كان بديلا مناسبا خلال أزمة كورونا، ولكنه تسبب في اللامساواة في التعليم بين الطلبة بسبب ضعف البنية التحتية اللازمة للتعليم عن بعد، ويحتاج إلى استراتيجية تطوير مستقبلية.

The study aimed to compare the experience of responding and dealing with the Omani educational system and the Moroccan educational system with the emergency conditions in light of the Covid-19 pandemic and to identify the impact of the pandemic on education in the two countries, to identify the most prominent procedures taken by each system to ensure continuation of students learning, to identify the steps and procedures of distance education, to analyze the reality of the infrastructure of the two countries necessary for distance education, and identifying the negatives and positives and prospects of distance education in the two countries after the Corona Covid-19 pandemic. The study adopted a descriptive approach based on analysis, survey and the study of similarities and differences. The study relied on the analysis of the decisions and publications of the Ministry of Education in the Sultanate of Oman and the Ministry of National Education, Vocational Training, Higher Education and Scientific Research of Morocco, international reports, and some scientific research and studies. The study concluded that the two countries have approached close procedures to confront the crisis and to ensure continuation of students learning, points out that the lack of advance plans for education in times of crisis, and that distance education was an appropriate alternative during the Corona crisis, but it caused inequality in education among students due to the weakness of some of the infrastructure necessary for distance education, and needs for a future development strategy.
