|a يهدف البحث إلى تقييم أداء مديرية بلدية البصرة لمعرفة مستويات أداؤها الكلية للسنوات (2015-2017) على وفق نتائج مؤشرات تقنية بطاقة الأداء المتوازن. وقد اعتمد منهج دراسة الحالة كونه أقرب المناهج في إثبات مشكلة البحث وتقديم المعالجات الموضوعية لها، أما مجتمع البحث فتمثل بمديرية بلدية البصرة نظرا لأهميتها الكبيرة وتعدد مهامها ومسؤولياتها من خلال الخدمات التي تقدمها لمجتمع واسع من أبناء مدينة البصرة، مع العرض أن هذه المديرية لم تخضع لعملية تقييم أداء شامل سابقا، لذا استند إعداد البحث على البيانات والمعلومات الكمية الحقيقية لمديرية بلدية البصرة. وكانت أهم النتائج أن أداء مديرية بلدية البصرة للأعوام (2015-2017) كان بدرجة ضعيفة وبفجوة سلبية تتراوح بين (48%-56%) بالقياس إلى معايير الأداء المثالي التي اقترحها البحث. أما أبرز التوصيات فكانت اعتماد نظام تقييم الأداء على وفق تقنية بطاقة الأداء المتوازن ومن خلال مجموعة المؤشرات والمعايير التي تم اعتمادها في هذا البحث وبشكل دوري ولجميع مجالات وأنشطة مديرية بلدية البصرة بهدف التشخيص المستمر والدقيق لمواطن الخلل في تقديم الخدمات البلدية.

|b The aim of this research is to evaluate the performance of Basra Municipality Directorate to know its overall performance levels for the years (2015 - 2017) according to the results of the balanced scorecard indicators. The researcher adopted the case study approach as it is the closest and best approach in proving the problem of research and provide them with objective treatments. Representing the community of the Directorate of the Municipality of Basra because of its great importance and multiple tasks and responsibilities through the services provided to a wide community of people in the city of Basra, in addition to this Directorate has not undergone a comprehensive performance evaluation process previously, and The researcher was based on the real quantitative data and information of Basra Municipality Directorate. The most important results the performance of the Directorate of the Municipality of Basra for the years (2015 - 2017) was acceptable but with a negative gap ranged between (48% - 56%) compared to the ideal performance criteria set by the researcher. The most prominent recommendations were the adoption of the performance appraisal system in accordance with the balanced scorecard technique and through the set of indicators and criteria that have been adopted in this research periodically and for all areas and activities of the Directorate of the Municipality of Basra in order to continuously and accurately diagnose the deficiencies in the delivery of municipal services.
