يعتبر التعليم الإلكتروني من الوسائل التي تدعم العملية التعليمية وتحولها من طور التلقين إلى طور الإبداع والتفاعل وتنمية المهارات حيث يعمل على توفير بيئة تعليمية تفاعلية لجذب اهتمام الطلاب وحثهم على تبادل الآراء والخبرات لتطوير معرفتهم وتنمية مهارات التفكير لديهم وبسبب التغيرات في مجال التعليم وحاجة سوق العمل لمهارات ومؤهلات جديدة تلبي احتياجات هذا السوق أدى ذلك إلى ضرورة الأخذ بنظام التعليم الإلكتروني. ويواجه التعليم في ليبيا في الوقت الحاضر مرحلة تحول تتمثل في التغيرات الاقتصادية والتكاليف الهائلة، كذلك الاختلاف بين الطلاب الذين يباشرون تعليمهم بالحضور للجامعة أو التعليم عن بعد هو أيضا من عوامل ذلك التحول، وبالرغم من ذلك ما زالت الجامعة تجذب الطلاب بأعداد كبيرة إلى مدرجاتها لتلقي التعليم والتعليم الجامعي في ليبيا يعاني من بعض المشكلات من ضمنها ضعف استخدام التعليم الإلكتروني وعدم وجود نطام تعليمي متكامل يعتمد على التقنية المتطورة في مجال التعليم الإلكتروني من أجل إصلاح وتطوير العملية التعليمية، بالإضافة إلى قلة العناصر البشرية المؤهلة في هذا المجال والنقص الكبير في المقررات والمناهج الدراسية التي تساعد الطلاب على اكتساب مهارات استخدام تكنولوجيا المعلومات مما يسهل عملية التفاعل والاستفادة من قبل الطلاب من المواد التعليمية المعروضة إلكترونيا.
