المستخلص: برزت مسألة مكافحة الإرهاب في الآونة الأخيرة على النطاقين الدولي والداخلي نتيجة ازدياد الأفعال الإرهابية وارتكابها في مختلف الدول ومما ينتج عنها من خسائر في الأرواح والأموال لذا اهتمت الدول بهذه المسألة وبضرورة مكافحتها والقضاء على آثارها السلبية المدمرة التي أصبحت تطال هيبة الدول وسلامتها واستقرارها. ونتيجة لذلك سلكت التشريعات الجنائية على الصعيدين الدولي والداخلي سياسة تجريمية قد تكون متباينة بعض الشيء من أجل مواجهة الجرائم الإرهابية عن طريق تجريم بعض الأفعال التي تشكل الجريمة الإرهابية فعلى الصعيد الدولي تم عقد العديد من الاتفاقيات الدولية العالمية والإقليمية لمكافحة هذه الظاهرة وعلى الصعيد الداخلي تم وضع العديد من قوانين مكافحة الإرهاب في مختلف الدول إلا أن يبقى التزايد في معدل الجرائم الإرهابية لمختلف الأسباب أدى إلى عجز الدول المعتدي عليها في التصدي لهذه الجرائم ومكافحتها بمفردها لذلك كان التعاون الدولي الملاذ الرحب والرجاء المنشود لتحقيق غاية مواجهة الخطورة الإجرامية للإرهاب على المجتمع الدولي. وقد كان للتمويل الذي يحظى به الإرهاب سواء كان كمنظمات إرهابية أو كأشخاص التأثير الكبير على قدرة هذا الإرهاب في استهداف مختلف الدول والأماكن والمصالح المدنية وغير المدنية ولم يسلم من التهديد الإرهابي أي أحد، لذا كانت المواجهة التشريعية من خلال التشريعات الداخلية للدول مدفوعة ومسنودة بالكثير من قرارات منظمة الأمم المتحدة التي أسهمت بدور فعال في مجال تجريم الإرهاب بجميع صوره وأهمها جانب التمويل والتي أصدرتها بهذا الصدد بوضع التزامات على عاتق الدول للحد من هذه الظاهرة وذلك بعدم السماح للدول لجعل أراضيها مسرحا للتنظيمات الإرهابية وإلزامها باعتقال الأشخاص الإرهابيين ومحاكمتهم وأكدت على ضرورة الانضمام إلى المعاهدات الدولية الخاصة بمنع الإرهاب وقطع مغذيات تمويله واتخاذ التدابير اللازمة لتنفيذها وتبادل المعلومات الخاصة وضرورة التعاون للقضاء على الإرهاب ومنع أسبابه وتجفيف كل تمويل للجماعات الإرهابية.
