|a تهدف الورقة البحثية إلى التعريف بمضمون الحكومة الإلكترونية بصفة عامة، كذلك إظهار أهمية دورها في تطوير الأداء الإداري للحكومات إلكترونياً من خلال عرض بعض تجارب الدول العربية وأهم التحديات التي واجهتها في تطبيقها لمشروع التحول للحكومة الإلكترونية، ولقد توصلنا إلى أن درجة تطبيق هذا المشروع تتفاوت بين هذه الدول بالرغم من كل الخطط والإجراءات التي اعتمدتها في رفع جودة وتطوير خدماتها المقدمة لمجتمعها، إلا أنه يبقى ناقص ونتائجه غير ملموسة مقارنة بالدول المتقدمة وهذا راجع لعدة عوامل أو عراقيل واجهتها في مشوارها، وعليه اقترحنا بعض الحلول أو بعض العوامل التي يجب مراجعتها لتحسن وإعادة تصميم هيكلها الحكومي إلكترونياً من أجل مواكبة التطورات التكنولوجيا الحديثة.

|b The objective of this work is to present the concept of e-government in general, as well as to show the importance of its role in developing the administrative performance of governments through electronic means, and then to present some of the experiences of Arab countries and the significant challenges they have faced in implementing the e-government transformation project, which seemed uneven among these countries despite all the plans and procedures that He adopted to improve the quality and development of the services provided to his community, but it remains deficient and its results are intangible compared to developed countries and this is due to several factors or obstacles that they have encountered in their path, and therefore we have proposed solutions or factors to review to improve and rethink their government structure electronically to keep pace with modern technological developments.
