المستخلص: يحظى العراق بأهمية استراتيجية متميزة سياسيا واقتصاديا وفق ما يحتويه من مزايا موقعية وموضعية أضافة للطاقات المتاحة والمتمثلة بالقوة البشرية والمواد الهيدروكاربونية، والتي جعلت من هذا البلد نقطة صراع للقوى العالمية الهادفة للهيمنة على ثروته النفطية وتهجير الفئات الشابة التي تبنى عليها ركائز قوة الدولة من حيث تنمية الأفكار العقلية، ومدى ترجمة تلك الأفكار إلى مشاريع ريادية تعزز من القدرات والمؤهلات التي تصنع من العراق قوة إقليمية تحالفية مع محيطه الإقليمية وفق التعاون والعلاقات الاقتصادية، المتجسدة بمراكز القوى الفاعلة على الخريطة السياسية في الشرق الاوسط ومنها تركيا ذات البعد الاستراتيجي في دعم العراق للخروج من هذه الأزمات والأحداث التي تعصف به لتجعله ذا انحدار جيوبولتكي ساعد على تنامي الهجرة الخارجية للفئة الشابة من العراق صوب دول العالم، إذ تكمن أهمية هذه الدراسة من خلال النظرة الجغرافية الشاملة لوضع الشباب العراقي وتداعيات الازمة السياسية التي يمر بها في ضوء متغيرات سياسية واقتصادية، مما جعلته يعاني من نقطة ضعف في صنع القرار السياسي اتجاه فئة الشباب والتي تجسد قوة بشرية يمكن استثمارها في مجالات عديدة تمنح الدولة قوتها وحيويتها، على الرغم من وجود أجنده خارجية تعمل لمنع الاستقرار السياسي له. وتتلخص مشكلة البحث في تساؤلات عدة "ما هو دور الحكومة العراقية في احتواء وضع الشباب العراقي؟، وهل للنفط دور في افتعال ازمة هجرة الشباب العراقي؟، وهل للأحداث السياسية والمتغيرات الإقليمية والدولية في منطقة الشرق الأوسط انعكاسه حقيقية على تدهور وضع الشباب في العراق"؟، كما جاءت الفروض العلمية كتقويم جيوبولتيكي للمشكلة التي يدور عليها البحث العلمي متمثلة بأن العراق يجب ان يدرك بأنه قوة إقليمية غذائها الاستراتيجية والإرادة الوطنية مما يساعد ذلك على الوصول للمساهمة في صنع القرار السياسي واحتواء هذه الطاقات البشرية وتهيئة فرص حقيقية لاستثمارها، على الرغم من استمرار تفاقم ازمة الشباب العراقي في ظل السياسات التي تبنى على الانفرادية في القرار وبالتالي أضعفت دور العراق أقليميا ودوليا بمنظور جغرافي، وان تواصل الانحدار الجيوبولتيكي عمل على تفتيت النسيج الاجتماعي والاستبعاد الاجتماعي فيه ومن ثم تعزيز دور الأجندة الخارجية في زحف البلاد نحو الهاوية ودفع الالف من الطاقات الشابة إلى الهجرة نحو الخارج بمنظور الجغرافية السياسية المعاصرة. كما تم اعتماد منهج تحليل القوة كأداة لقياس الحاسة السياسية له، ناهيك عن اعتماد البيانات والوثائق الرسمية المتاحة من قبل هيئات ومؤسسات محلية واقليمية ودولية، إذ نستنتج مما تقدم بأن وضع الشباب في العراق يعاني من استبعاد من ابسط الحقوق التي يجب توفرها اليه لكي يتم استثمار تلك الطاقات في العمل من أجل بناء الدولة العراقية، رغم الأهمية الاستراتيجية والسياسية التي يمتلكها العراق، لكن لم يترجمها بشكلها الحقيقي في استثمار فئة الشباب والتي تعد شكلا من اشكال قياس قوة الدولة، زد على ذلك التنافر وعدم الإجماع على الإرادة الوطنية للنهوض بالواقع السياسي كان عائقا كبيرا في وجه تلك الفئة العاملة، رغم التجاذب والتقارب لحل الأزمة التي يعاني منها الشباب العراقي عن طريق الكيانات والأحزاب السياسية، والعمل على تحجيمه والوقوف بوجه الأجندة الخارجية والتي تدعمها أنظمة سياسية هادفة لتفتيت هذا البلد الذي يحتوي في طياته على خزين من البعد الحضاري والتاريخي الحافل بأمجاد الشباب العراقي وفق منظور الجغرافية السياسية المعاصرة.

Is the role of the Iraqi government in containing the situation of Iraqi youth, and whether oil plays a role in the fabrication of the migration crisis of Iraqi youth, and whether the political events and regional and international changes in the Middle East is a real reflection on the deterioration of the situation of young people in Iraq, The scientific hypotheses as a geopolitical assessment of the problem of scientific research is that Iraq must recognize that it is a regional power, its strategic food and national will, which help to reach and contribute to political decision-making, contain these human energies and create real opportunities for investment. Despite the continued aggravation of the Iraqi youth crisis under the policies that are based on unilateralism in the resolution and thus weakened the role of Iraq regionally and internationally geographical perspective, and continue to decline geopolitical work to break the social fabric and social exclusion in it and then strengthen the role of the external agenda in the country's march towards the abyss A thousand young people have been forced to emigrate from the perspective of contemporary geopolitics. The analysis of power is also used as a tool to measure political sentiment, not to mention the adoption of official data and documents available by local, regional and international bodies and institutions, as we conclude from the above that the situation of young people in Iraq suffers from the exclusion of the most basic rights that must be available to them In spite of the importance of the strategic and political that Iraq possesses, but did not translate it in its real form in the investment of the youth, which is a form of measuring the strength of the state, more than that dissonance and lack of consensus on the national will to promote the political reality was A large living in the face of those working class, Despite the attraction and convergence to resolve the crisis suffered by Iraqi youth through political entities and parties, and work to reduce and stand against the external agenda and supported by the political systems aimed at fragmentation of this country, which contains the treasures of the dimension of civilization and history full of glories of Iraqi youth according to the geopolitical perspective Contemporary.
