المستخلص: إن الجامعة اليوم تنتج بكثرة طلبة متخرجين لا يجدون وظيفة في سوق العمل؛ وبالتالي "التكوين بدون توظيف" مرتبط أساسا بمسألة عدم التنسيق بين التعليم والتكوين وسوق العمل؛ حيث أن مدة التعليم ومن ثم مدة التكوين تتطلب تكاليف كثيرة يتحملها الفرد والمجتمع معا التي يبررها العائد الخاص من وجهة نظر الفرد للحصول على أفضل الوظائف وأحسن الأجور، ومن وجهة نظر المجتمع؛ وبالتالي هذا ما يبرر عدم التناسق بين التعليم والتوظيف من خلال تراجع عائد التعليم؛ وهذا نتيجة التوجه نحو تخصصات تعليمية بنسبة كبيرة وإهمال تخصصات أخرى مما أدى إلى تزايد أعداد الخريجين المتخصصين في مجالات معينة دون أخرى فأدى إلى زيادة في المعروض من الخريجين عن حاجة سوق العمل وعدم التجانس في هيكله بحيث كان هناك عجز في بعض التخصصات مقابل فائض في تخصصات أخرى مع عدم وجود طلب مماثل لها وهذا يرجع أساسا إلى قصور السياسة التعليمية وعدم مواكبتها لمتطلبات سوق الشغل.
