المستخلص: تعتبر حرية الانتقال والسفر في مصاف الحريات العامة المصونة بالدستور، وتتصل بمفهوم الحرية الشخصية التي لا يجوز تقييدها دون سند من الدستور أو القانون-الأصل هو حرية التنقل والاستثناء هو المنع منه أو تقييده، وهذا المنع لا يملكه بحسب الأصل إلا قاض بموجب حكم، أو عضو بالنيابة العامة يعهد إليه القانون بذلك، شريطة توافر حالة من الحالات التي تقضيها صيانة أمن المجتمع وحماية أفراده-مرور مواد الإغاثة والمساعدات من دولة إلى أخرى سواء من خلال أراضيها أو عبر حدودها، يتعين ألا يكون مخالفا لأحكام القانون الدولي بهتك سيادة الدولة على إقليمها وحدودها، أو خرقا للإجراءات والنظم التي استنتها لذلك-لا يسوغ للمواطنين المصريين المطالبة بإيصال قوافل إغاثة إلى شعب آخر بأنفسهم مباشرة دون إتباع الإجراءات المرسومة والقواعد الموضوعة لعبور الأفراد والمساعدات والمعونات.
