أصدر المشرع القانون رقم 70 لسنة 2019 بتنظيم اتحاد الصناعات والغرف الصناعية والذي نص في المادة الرابعة من قانون إصداره على إلغاء المادة (28) من القانون رقم 21 لسنة 1958 في شأن تنظيم الصناعة وتشجيعها، وقرار رئيس الجمهورية رقم 33 لسنة 1958 بإنشاء مجالس إقليمية للصناعة، كما يلغي قرار رئيس الجمهورية رقم 452 لسنة 1958 بتنظيم اتحاد الصناعات، وقرار رئيس الجمهورية رقم 453 لسنة 1958 بإنشاء غرف صناعية. كما أصدر مؤخرا رئيس مجلس الوزراء القرار رقم 2406 لسنة 2020 بإصدار اللائحة التنفيذية للقانون 70 لسنة 2019 سالف الذكر. ومن ناحية ثانية فإن مصر تتوجه نحو تطوير صناعة بناء وإصلاح السفن وباقي الصناعات البحرية حيث صدر قرار رئيس جمهورية مصر العربية رقم 228 لسنة 2017 والذي قام بإعادة تخصيص قطعة أرض من الأراضي المملوكة للدولة ملكية خاصة بمساحة 3.17 كم نقلا من الأراضي المملوكة للقوات المسلحة وأراضي وزارة الإسكان والمرافق والمجتمعات العمرانية بمنطقة رأس الأدبية- محافظة السويس لصالح جهاز الصناعات والخدمات البحرية التابع لوزارة الدفاع وذلك لتنفيذ المشروع القومي للترسانة البحرية. وعلى أثر ما سبق لاحت ثكنة البحث وهي مقترح إنشاء غرفة لصناعة بناء السفن والصناعات البحرية المشابهة، وقد تم عرض مدي اهتمام المشرع المصري بالسفينة وبنائها والنظام القانوني للجهات القائمة عليها ثم تم عرض ملامح الغرفة المقترحة تفصيلا في البحث من حيث طريقة الإنشاء والشروط والاختصاصات وموارد الغرفة وطريقة الإدارة وأجهزة الإدارة وكيفية تشكيلها وكذلك علاقتها باتحاد الصناعات المصرية وعرض تنظيمه القانوني.
Legislation promulgated Act No. 70 of 2019 regulating the Federation of Industries and Industrial Chambers, article 4 of the Act abolishing article 28 of Act No. 21 of 1958 regulating and promoting industry, and President's Decision No. 33 of 1958 establishing regional industrial councils, as well as President's Decision No. 452 of 1958 regulating the Federation of Industries and President's Decision No. 453 of 1958 establishing industrial chambers. Recently, the Prime Minister issued Decision No. 2406 of 2020, promulgating the implementing regulation of the aforementioned Act No. 70 of 2019. On the other hand, Egypt is moving towards the development of the shipbuilding and repair industry and other maritime industries as a result of the issuance of Decree No. 228 of 2017 by the President of the Arab Republic of Egypt, which reassigned a parcel of State-owned land that is privately owned, an area that is 317 km in size, of land belonging to the armed forces and that of the Ministry of Housing, Facilities and Urban Communities in the Ras al-Abba region, Suez Governorate, to the Maritime Industries and Services Agency of the Ministry of Defense, in order to implement the national Arsenal project. In the wake of the above, a proposal was made to establish a chamber for the shipbuilding industry and similar maritime industries. he format of the proposed chamber was then presented in detail in terms of its creation method, terms of reference, its resources, its management and management agencies, its formation, its relationship with the Egyptian Industries Association, and its legal organization.
