المستخلص: هدف البحث الحالي للتوصل إلى متطلبات تطوير الحوكمة والقيادة بإدارات مدارس التعليم ما بعد الأساسي بسلطنة عمان في ضوء مبادئ الجودة الشاملة، وذلك من خلال التعرف على ماهية وأهمية ومتطلبات الحوكمة والقيادة، والتعرف على محددات تنفيذ مبادئ الحوكمة والقيادة بإدارات مدارس التعليم ما بعد الأساسي، وأهم مبادئ الجودة الشاملة وأثرها على الحوكمة والقيادة بإدارات مدارس التعليم ما بعد الأساسي بسلطنة عمان، وقد تمثل التساؤل الرئيس للدراسة كالتالي: ما متطلبات تطوير الحوكمة والقيادة بإدارات مدارس التعليم ما بعد الأساسي بسلطنة عمان في ضوء مبادئ الجودة الشاملة؟ استخدم البحث الحالي منهج البحث الوصفي، حيث أنه أكثر ملاءمة لطبيعة البحث وأهدافه، وقد توصل البحث إلى عدد من النتائج أهمها الآتي: - نشر ثقافة الحوكمة والقيادة في المؤسسات التعليمية عامة وفي مدارس التعليم ما بعد الأساسي خاصة، وتوضيح أهمية تطبيق الحوكمة والقيادة والفوائد المرجوة من تطبيقها في تطوير الأداء الإداري وذلك من خلال الاستعانة بالخبراء المتخصصين في هذا المجال. - توفير نظام تدريبي فعال لتطوير الحوكمة والقيادة بإدارات مدارس التعليم ما بعد الأساسي بسلطنة عمان في ضوء مبادئ الجودة الشاملة وبما يسهم في تطوير قدرات إدارات تلك المدارس. - التركيز على التدريب لتطبيق الحوكمة والقيادة في ضوء مبادئ الجودة الشاملة، وتخصيص موازنة خاصة للتدريب المراد تطبيقه، وربط نظام التدريب باحتياجات إدارات المدارس وذلك لتحسين وتطوير مهاراتهم مما يزيد من تحسين وجودة وكفاءة أدائهم.

The research aimed to reach the requirements for developing governance and leadership in the administrations of post-basic education schools in the Sultanate of Oman in the light of the principles of total quality management, by identifying the nature, importance and requirements of governance and leadership, identifying the determinants of implementing the principles of governance and leadership in the administrations of schools of post-basic education, the most important principles of total quality management, and its impact On governance, leadership in the administrations of post-basic education schools in the Sultanate of Oman. The main question of the research was as follow: What are the requirements for developing governance and leadership in the administrations of post-basic education schools in the Sultanate of Oman in light of the principles of total quality management? Current research used the descriptive research method as it is more appropriate to the nature and objectives of the research. The research reached a number of results, the most important points are: spreading the culture of governance and leadership in educational institutions in general, especially in schools of post-basic education. Clarifying the importance of applying governance and leadership and the desired benefits from its application in developing administrative performance, through the assistance of specialized experts in this field. Providing an effective training system to develop governance and leadership in the administrations of post-basic education schools in the Sultanate of Oman in the light of the principles of total quality management and in a manner that contributes to developing the capabilities of the administrations of those schools. Also, focusing on training to implement governance and leadership in light of the principles of total quality, allocating a special budget for training to be applied, and linking the training system to the needs of school administrations in order to improve and develop their skills, which further improves the quality and efficiency of their performance.
