المستخلص: هدف البحث الحالي إلى التعرف على مفهوم الأداء الاستراتيجي، وأهم أهدافه، وأهميته، وبيان خصائصه، والتعرف على مفهوم مؤسسات التربية الخاصة، وأهم أهدافها، وأهميتها، وبيان خصائصها، والتعرف على مفهوم الجودة، وأهدافها، وأهميتها، وخصائصها، ومتطلباتها، والتعرف على مفهوم بطاقة الأداء المتوازن وأهدافها، وأهميتها، وخصائصها، وبيان الأسس النظرية لاستخدام بطاقة الأداء المتوازن في تقويم الأداء الاستراتيجي لمؤسسات التربية الخاصة، والوقوف على واقع الأداء الاستراتيجي لمؤسسات التربية الخاصة في ضوء التكامل بين متطلبات الجودة وبطاقة الأداء المتوازن، ووضع رؤية مقترحة لتقويم الأداء الاستراتيجي لمؤسسات التربية الخاصة في مصر في ضوء التكامل بين متطلبات الجودة وبطاقة الأداء المتوازن. واستخدمت الباحثة المنهج الوصفي التحليلي، وذلك على عينة قوامها (٦٩) مؤسسة من مؤسسات التربية الخاصة بمحافظة الإسكندرية، مستخدمة في أدواتها مقياس الأداء الاستراتيجي لمؤسسات التربية الخاصة في ضوء التكامل بين متطلبات الجودة وبطاقة الأداء المتوازن (إعداد الباحثة). وكان أبرز نتائج البحث أن مؤسسات التربية الخاصة (أفراد عينة البحث) تمتعت بقيادة فعالة، ولديها وضوح في رؤيتها ورسالتها. ومن أهم السياسات الحاكمة لها نشرها لثقافتها لاستقطاب عملاء جدد، وسعيها لأن تكون رائدة في مجالها، وتضع أولوية رضا العملاء بالنسبة لها. كما تعمل على رصد مواطن القوة لديها لتعزيزها، وتتحقق من أدائها بشكل مستمر. وانتهت الدراسة بتقديم رؤية مقترحة لتقويم الأداء الاستراتيجي لمؤسسات التربية الخاصة في مصر في ضوء التكامل بين متطلبات الجودة وبطاقة الأداء المتوازن.

The aim of the current research is to identify the concept of strategic performance, its most important objectives, its importance, clarify its characteristics, identify the concept of special education institutions, their most important objectives, their importance, clarify their characteristics, identify the concept of quality, its objectives, importance, characteristics, and requirements, and identify the concept of a card. Balanced performance and its objectives, importance, and characteristics, and showing the theoretical foundations for using the balanced scorecard in evaluating the strategic performance of special education institutions, and standing on the reality of the strategic performance of special education institutions in light of the integration between quality requirements and the balanced scorecard, and developing a proposed vision for evaluating the strategic performance of special education institutions. In Egypt in light of the integration between quality requirements and the balanced scorecard. The researcher used the descriptive analytical approach, on a sample of (70) institutions of special education in Alexandria governorate, using in its tools the strategic performance measure of special education institutions in the light of the integration between quality requirements and the balanced scorecard (prepared by the researcher). The most prominent results of the research were that the special education institutions (members of the research sample) enjoyed effective leadership and had clarity in their vision and mission. One of the most important policies governing it is the dissemination of its culture to attract new customers, its quest to be a leader in its field, and the priority of customer satisfaction for it. It also monitors its strengths to enhance them and checks its performance on an ongoing basis. Finally, the researcher developed a proposed vision for evaluating the strategic performance of special education institutions in Egypt in light of the integration between quality requirements and the balanced scorecard.
