|a لم يعد تحقيق الميزة التنافسية للتعليم الجامعي خيارا أو من قبيل الرفاهية في ظل المنافسة المحلية والعالمية، الأمر الذي أدى إلى اتجاه كافة المؤسسات للأخذ بالتخطيط الاستراتيجي كأحد متطلبات تحقيق الميزة التنافسية. وبمرور الوقت، تنوعت وتعددت النماذج التي تركز جل اهتمامها على تحسين منهجية تطبيق عملية التخطيط الاستراتيجي من أجل تحسين ممارساته على نحو يكون أكثر كفاءة وفعالية. ومن ثم هدفت الورقة البحثية إلى تقديم نموذج مقترح لعملية التخطيط الاستراتيجي؛ ليكون بمثابة دليل عمل خطوة بخطوة، يوضع إجرائيا مراحل وخطوات تطبيق عملية التخطيط الاستراتيجي من أجل تحقيق الميزة التنافسية لمؤسسات التعليم الجامعي، في ضوء دراسة وتحليل أبرز النماذج العالمية. ويطلق على النموذج المقترح اسم "دورة التخطيط الاستراتيجي والميزة التنافسية". وتناولت الورقة الحالية النموذج المقترح؛ بدءا بتحديد منطلقاته، وخطوات بنائه، وأهدافه، وأهميته، ومكوناته؛ من حيث تعريفه والأسس التي يستند إليها، ومراحله وخطواته، وانتهاءا بتقديم خطة عمل زمنية مقترحة لتطبيقه. وتؤكد الورقة الحالية على أن النموذج المقترح يعد بمثابة نموذج إجرائي لتطبيق العملية، يمكن الاستفادة منه وتطبيقه في مؤسسات التعليم الجامعي المصري، بما يعزز من تدعيم قدراتها التنافسية نحو تحقيق الميزة التنافسية وتبوأ مكانة تنافسية عالية في التقارير الدولية والتصنيفات العالمية للجامعات.

|b Achieving competitive advantage for university education is no longer an option or a luxury in light of local and global competition, which has led all institutions to adopt strategic planning as one of the requirements to achieve competitive advantage. Over time, the models have diversified and focused most of their attention on improving the methodology for applying the strategic planning process in order to improve its practices in a more efficient and effective manner. Hence, the research paper aimed to present a proposed model for strategic planning process; to serve as a step-by-step work guide, procedurally explaining the stages and steps of applying the strategic planning process in order to achieve the competitive advantage of university education institutions, in the light of the study and analysis of the most distinguished global models. The proposed model is called the “the “Strategic Planning Cycle and Competitive Advantage”. The current paper dealt with the proposed model; Starting with defining its premises, building steps, objectives, importance, and components; In terms of its definition, the foundations on which it is based, its stages and steps, and concluding with a proposed timetable action plan for its implementation. The current paper emphasizes that the proposed model is a procedural model for applying the process, which can be used and applied in Egyptian university education institutions, in a way that enhances their competitive capabilities towards achieving competitive advantage and occupying a high competitive position in international reports and global university Rankings.
