المستخلص: يهدف البحث الحالي إلى وضع مجموعة من المقترحات لتطوير الإشراف التربوي في دولة الكويت في ضوء إمكان الإفادة من الخبرة الماليزية، واستخدم البحث الحالي المنهج الوصفي، وتوصل البحث الحالي للعديد من النتائج، أهمها: أن الخبرة الماليزية في منظومة الإشراف التربوي فريدة من نوعها، حيث ينطوي فيها الإشراف على انغماس المعلمين في تجارب حقيقية بالمدارس من خلال استخدام أحدث ممارسات الإشراف التربوي مثل الإشراف السريري الإكلينيكي، والإشراف التعاوني، كما يتسم الإشراف التربوي في ماليزيا بالتفويض والتشاركية من خلال العمل الجماعي، يقابل ذلك مجموعة من السلبيات والمعوقات التي تواجه الإشراف التربوي في الكويت، ومن أهمها: زيادة حجم نصاب المشرف التربوي في عملية الإشراف على المدارس، وتعدد الجهات التي يتعامل معها المشرف التربوي، وكثرة الزيارات الميدانية، ضعف البدل المالي المخصص لطبيعة عمل المشرف التربوي، قلة الحوافز والمكافآت المالية، وافتقار فرص الترقي إلى وظيفة قيادية أعلى. واقترح البحث الحالي العديد من المقترحات، أهمها: زيادة أعداد المشرفين التربويين لسد الاحتياجات الفعلية والمستقبلية، وتطوير كفايات المشرفين التربويين، وذلك بإعداد الدورات المتخصصة، وتوصيف مهام المشرف التربوي حتى يتعرف على الدور المطلوب منه، ليصل إلى مرحلة الإتقان ومن ثم الإبداع، وتقليل نصاب المشرف التربوي من المعلمين، واختيار المشرفين التربويين من الفئات المتميزة، وإرسال نخبة من المشرفين التربويين في بعثات تدريبية إلى الأقطار المتقدمة تربويا.

The current research aims to develop a set of proposals to develop educational supervision in the State of Kuwait in light of the possibility of benefiting from the Malaysian experience, and the current research used the descriptive approach, and the current research reached many results, the most important of which are: The Malaysian experience in the educational supervision system is unique, as it involves In it, supervision of teachers' immersion in real experiences in schools through the use of the latest educational supervision practices such as clinical supervision and cooperative supervision. Educational supervision in Malaysia is characterized by delegation and participation through teamwork, This corresponds to a set of negatives and obstacles facing educational supervision in Kuwait, the most important of which are: the increase in the size of the educational supervisor’s quorum in the process of supervising schools, the multiplicity of agencies that the educational supervisor deals with, the frequent field visits, the weak financial allowance allocated to the nature of the work of the educational supervisor, the lack of incentives Financial rewards, and lack of opportunities for promotion to a higher leadership position. The current research suggested many proposals, the most important of which are: increasing the number of educational supervisors to meet actual and future needs, developing the competencies of educational supervisors, by preparing specialized courses, and describing the tasks of the educational supervisor in order to identify the role required of him, to reach the stage of mastery and then creativity, and reduce the number of the supervisor The educational teachers, choosing the educational supervisors from the distinguished groups, and sending a group of educational supervisors in training missions to the educational advanced countries.
