المستخلص: Since the 1990 s, alongside the multinationalization of trade, the world economy has undergone profound changes, modifying the structures of national financial sectors, by imposing their international openness. This trend has been encouraged by numerous studies validating a relationship between a country's financial liberalization / integration and its growth. However, the increase in the frequency of crises, their severity and their international contagion, which accompanied these openings, relativizes the positive results of this movement, and renews the controversy between financial liberalization and protection. Using an analytical and deductive study, our contribution aims to evaluate the Algerian’s efforts of financial opening since 1990. We note significant progress on the internal level, while regarding to the outside relationships remain highly regulated and controlled. Therefore, we will determine whether deeper external financial liberalization would benefit the Algerian economy, or on the contrary, will constitute a risk, with taking lessons from countries that have succeeded in this experience.

Depuis les années 1990, à côté de la multinationalisation du commerce, l’économie mondiale a connu de profondes mutations modifiant les structures des secteurs financiers nationaux, en imposant leur ouverture internationale. Cette tendance a été encouragée par nombreuses études validant une relation entre la libéralisation/intégration financière d’un pays et sa croissance. Or, l’augmentation de la fréquence des crises, leur gravité et leur contagion à l’échelle internationale qui a accompagné ces ouvertures, relativise le bilan positif de ce mouvement, et remet à jour la controverse entre la libéralisation financière/ protection et contrôle. En utilisant une étude analytique et déductive, notre contribution vise à évaluer les efforts d’ouverture financière entrepris par l’Algérie dès 1990. Nous notons d’importants progrès sur le plan interne, alors que vis-à-vis de l’extérieur les relations restent très réglementées et contrôlées. Nous déterminerons ainsi, si une meilleure libéralisation financière externe serait profitable à l'économie algérienne, ou au contraire, un risque, en tirant des leçons de pays ayant réussi cette expérience.
