المستخلص: في ظل المستجدات الأخيرة التي طرأت على العالم اليوم، والتحديات التي تعيق تحقيق أهدافه وتطبيق تصوراته وغاياته، نجد التحدي الأكبر يتمركز في مدى فعالية سير العملية التعليمية والتربوية في الدول بمختلف أيديولوجياتها، إذ أدى ظهور فايروس كوفيد-19 المستجد إلى تغيير عدة خطط تعليمية في مستوى دول العالم والمستوى المحلي، الذي استوجب وجود عمليات لإدارة الأزمة الحديثة من قبل المراكز التربوية، وتوافر الخطط التعليمية المساندة. ولقياس واقع إدارة الأزمة التربوية في ظل فايروس كوفيد-19 استخدمت الباحثة المنهج الوصفي، الذي يعمد إلى قراءة الواقع وقياسه، ثم تقديم الحلول المناسبة والتصورات الملائمة. وتوصلت الدراسة إلى عدة نتائج، منها: أن أداء العاملين في الهيئة التعليمية والتدريسية بوزارة التربية والتعليم العالي الحالية أثناء الأزمة كان بدرجة متوسطة. وقدمت الباحثة عدة توصيات، أهمها: التعليم وتدريب المراكز الوظيفية المختلفة بالوزارة على أساليب إدارة الأزمات المختلفة.

The research paper is conducted within the context of the events the world has witnessed recently. It expounds the challenges that has hindered, due to this emergency, the fulfillment and application of the aimed objectives and devised plans in most fields and domains all around the world. The survey explicates that the challenge the most critical lies in the effective functioning of the educational processes, in respect to their various policies and desired outcomes in the different countries around the world. Indeed, the unprecedented Covid-19 pandemic has led to the readjustment of several education plans at both the global and the local scales. This has necessitated the following procedures: First, the introduction of modern crisis management processes by education centers; and second, the division of additional educational plans. To measure the management of the educational crisis in light of the Covid-19 pandemic, the researcher utilizes the descriptive approach which observes the facts, measures them and provides appropriate solutions and perceptions. The questionnaire used studies the general performance of the Ministry of Higher Education in facing crises before they occur and as soon as they arise. The survey’s sample consists of 432 employees in the teaching and educational units in the Kuwaiti public and private schools and higher education institutions that were chosen randomly. The paper reaches several results, including that the current performance of the Ministry of Higher Education during the crisis is passable, based on the views of the teaching and educational staff members. Furthermore, the researcher clarifies that though there are different job positions and administrative sectors, there is no argument over the employees’ expectations of the Ministry of Higher education’s contribution in the management of the current Covid-19 crisis. Finally, the study offers several recommendations; the most important are the instruction and training of staff members, in various job positions in the Ministry, on the diverse methods of crisis management.
