|a انتهجت الحكومات حول العالم استراتيجيات مختلفة لمواجهة جائحة كورونا والحد من انتشارها، وفي معرض محاولتها للسيطرة على هذه الجائحة أدت بعض هذه الممارسات إلى المساس بحقوق الإنسان الأساسية المحمية بموجب المواثيق والاتفاقيات الدولية و/ أو تقييدها. ونظرا لخطورة هذه الجائحة والخوف من سرعة تفشيها كانت الأولوية للأمن الصحي حول العالم. تناول هذا البحث أثر الإجراءات المتخذة لمواجهة جائحة كورونا على حقوق الإنسان بشكل عام، وسلط الضوء على التجربة الأردنية بشكل خاص من خلال تحليل الإجراءات التي اتبعتها الحكومة الأردنية في مواجهة هذه الجائحة. حيث قسمت البحث إلى مبحثين؛ تناولت في المبحث الأول الإطار القانوني لتحقيق الأمن الصحي في مواجهة فيروس كورونا، وفي المبحث الثاني الإجراءات التي اتخذتها الحكومة الأردنية لتحقيق الأمن الصحي في مواجهة فيروس كورونا وتأثيرها على حقوق الإنسان مستخدمة للمنهج الوصفي التحليلي. وانتهى البحث إلى أن الحكومة عليها تحقيق التوازن بين الأمن الصحي في الظروف الاستثنائية الصحية وبين المحافظة على حقوق الإنسان.
|b Governments around the world have pursued various strategies to address and/or restrict the COVID19 pandemic, and in their attempt to control the pandemic, some of these practices have compromised and/or restricted the fundamental human rights protected under international conventions. And because of the pandemic and the fear of its rapid spread, health security around the world has been a priority. This research addressed the impact of the actions taken to address COVID19 pandemic on human rights in general and highlighted the Jordanian experience in particular, by analyzing the actions taken by Jordanian governments to face this pandemic. The research was divided into two sections: the first: legal framework for achieving health security to face COVID19 and in the second the actions taken by Jordanian governments to achieve health security to face COVID19 and its impact on human rights using the descriptive analytical approach, The research concluded that governments must balance between health security in emergency health conditions and the preservation of human rights.
