من اهم الأسباب الأساسية والحاكمة لكل الشركات الاقتصادية خدمية كانت أو صناعية هو الاستمرار والبقاء، ولكي تحقق تلك الشركات لأهدافها يتوجب عليها تقديم السلع والخدمات الأكثر جودة والأقل تكلفة ومن ثم زيادة الأرباح. فكلفة المنتج المحدد الأساسي لسعر المنتج من خلال سعي الشركات إلى تخفيضه باستمرار لكونه الخيار التنافسي الأقوى لدى المنظمات إذ تستطيع تخفيضه وبدوره تؤدي إلى تخفيض أسعار منتجاتها دون إهمال جودة المنتج، فكان نظام الإنتاج في الوقت المحدد (jit) هو أحد الأنظمة المهمة لتخفيض التكاليف التي تتحملها الشركة وبما يضمن تحقيق متطلبات الجودة الشاملة. تناول البحث في الجانب الأول دراسة نظام الإنتاج في الوقت المحدد (jit) من حيث المفاهيم والأهداف والمقومات والمزايا التي يحققها، وأثره على التكاليف الإنتاجية مع توضيح المحددات المرتبطة بتطبيق هذا النظام. أما الجانب الثاني من البحث فتناول المحور التطبيقي للبحث، إذ طبق في الشركة العامة للصناعات الكهربائية/ الوزيرية، باستعمال النظام الإحصائي spss لتحليل نتائج البحث، وتوصل البحث إلى الاستنتاجات التي منها، أن تطبيق نظام الإنتاج في الوقت المحدد (jit) يؤدي إلى خفض التكاليف المباشرة وتحسين نوعية المنتوجات، وأما فيما يتعلق بالشركة موضوع البحث فتوصل الباحثان إلى عدم توفر مقومات نظام الإنتاج في الوقت المحدد في الشركة العامة للصناعات الكهربائية ولا في أي شركة أو قطاع عراقي وذلك لضعف القدرات الاقتصادية لهذه الشركات، وكذلك عدم إمكانية الاعتماد على مجهزين محددين للمواد الأولية والنصف مصنعه لمحددات وزارة الصناعة والمعادن على الشركات في عمليات الشراء وتحديدها في مناقصات الشراء، وأما فيما يتعلق بالتوصيات التي توصل إليها الباحثين من الأفضل تطبيق نظام الإنتاج في الوقت المحدد في الشركة العامة للصناعات الكهربائية وذلك لتخفيض تكاليفها الإنتاجية.

The research dealt with the first aspect of the study of the production system in time (jit) in terms of concepts and objectives and the elements and benefits achieved, and its impact on production costs and clarify the limitations associated with the application of this system. The second aspect of the research dealt with the applied axis of the research, applied in the General Company for Electrical Industries/ Waziriya, using the statistical system spss to analyze the results of the search, and the research concludes that the implementation of the system of production on time (jit) and improve the quality of products. As for the company in question, the researchers conclude that the components of the production system are not available on time at the General Company for Electrical Industries or in any Iraqi company or sector because of the weak economic capabilities of these companies. The two companies identified the raw materials and half of the factories of the determinants of the Ministry of Industry and Minerals on the companies in the procurement operations and determine them in the procurement tenders. As for the recommendations reached by the researchers, it is best to apply the production system on time in the General Company for Electrical Industries to reduce their production cost.
