أنبنت الورقة من قضية صارت حاضرة في واقع حياتنا وأثارت كثيراً من الاهتمام في دوائر متباينة، وهي قضية الوجود الأجنبي في السودان، ومعرفة ما يمكن أن تؤول إليه هذه الظاهرة المتنامية في المستقبل، حاولت الورقة أن تطرح هذه القضية محاولة من خلالها الوصول إلى دور الإعلام في التوعية للمواطنين ولفت الانتباه لقضايا المجتمع الشائكة، إذ إن قضية الوجود الأجنبي في السودان من القضايا المتعلقة بأمن المجتمع وسلامته من كثير من القضايا المتشابكة سياسيا واجتماعيا وثقافيا وأمنيا، طرحت الورقة في منهج مسحي رؤية كلية للقضية تناولت أولا تعريفا للإعلام الأمني، وثانيا تعريفا لمصطلحات وردت بالورقة عن الوجود الأجنبي والهجرة الشرعية وغير الشرعية، وثالثا أسباب ودوافع الهجرات للسودان، ورابعا الآثار المترتبة على دخول الأجانب للسودان، وخامسا دور الإعلام في معالجة سلبيات الوجود الأجنبي، وسادسا نتائج وتوصيات الورقة والتي من أهم نتائجها 1/ نشوء مجتمعات موازية ذات خصائص جديدة عن مجتمع السودان. 2/ الفقر والاستبداد السياسي من أهم أسباب الهجرة للسودان. 3/ مشاكل المستخدمات بالمنازل مع الأسر سببه عدم وجود قانون يحمي المستخدم الأجنبي لوجوده بطرق غير قانونية. أما أهم التوصيات فهي: 1/ ضرورة تفعيل القوانين والتشريعات الخاصة بضوابط الوجود الأجنبي بالسودان. 2/ توعية المواطنين وإرشادهم لتوظيف العمالة الأجنبية بالمنازل والأعمال الخاصة.
The paper grew out of an issue that has become present in the reality of our lives and has aroused a lot of interest from different circles, namely the issue of foreign presence in Sudan, and knowing what this growing phenomenon can lead to in the future, the paper tried to raise this issue in an attempt to reach the role of the media in Awareness of citizens and draw attention to the thorny issues of society, as the issue of foreign presence in Sudan of the issues related to the security of society and the safety of many intertwined issues politically, socially, culturally and security, the paper puts forward in a survey methodology a holistic vision of the issue addressed first definition of security media, and second a definition of the terms contained paper on the foreign presence and migration of legal and illegal, and thirdly the causes and motives of migrations to Sudan, and fourth the effects of the entry of foreigners to Sudan, and fifth the role of the media in addressing the negative aspects of the foreign presence, and sixth the results and recommendations of the paper and its most important results as follow: 1- Emergence of parallel societies with new characteristics of Sudan society. 2- Poverty and political despotism are among the most important causes of migration to Sudan. 3- Problems of domestic workers with families are caused by the absence of a law to protect the foreign user for his presence in illegal ways. The main recommendations are: 1- The necessity of activating the laws and legislations related to the controls of foreign presence in Sudan. 2- Educate citizens and guide them to employ foreign workers in homes and private businesses.
