المستخلص: هدفت هذه الدراسة إلى التعرف على مدى ملائمة بيئة قياس أداء قطاع التأمين في ليبيا حتى يمكن استخدام محاور بطاقة الأداء المتوازن BSC المتمثلة في المحور المالي ومحور الزبائن ومحور العمليات الداخلية ومحور التعلم والنمو ومحور البيئة المجتمعية ومحور إدارة المخاطر، وذلك للرفع من جودة قياس وضبط الأداء لشركات التأمين. ولتحقيق هدف الدراسة صممت استبانة أعدت للحصول على آراء ووجهات نظر عينة الدراسة بخصوص مدى توفر المقومات اللازمة لتطبيق محاورBSC، ومدى توافق متطلبات قياس الأداء لشركات التأمين مع متطلبات القياس بمحاور.BSC وباستخدام الحزمة الإحصائية للعلوم الإحصائية (SPSS) تم إجراء الاختبارات الإحصائية المناسبة، وقد أثبتت نتائج الدراسة الميدانية أن بيئة قياس أداء قطاع التأمين مناسبة وبدرجة جيدة لتطبيق محاور بطاقة الأداء المتوازن BSC، وبما نسبته (83.5%).

This study aimed to identify the appropriateness of the performance measurement environment for the insurance sector in Libya so that the BSC axes represented in the financial Perspective, the customer Perspective, the internal operations Perspective, the learning and growth Perspective, the societal environment Perspective and the risk management Perspective can be used, in order to raise the quality of performance measurement and control of companies Insurance. In order to achieve the objective of the study, a questionnaire was designed that was prepared to obtain the opinions and views of the study sample regarding the availability of the necessary components for the application of BSC axes, and the extent of compatibility of performance measurement requirements for insurance companies with the measurement requirements of BSC axes. By using the Statistical Package for Statistical Sciences (SPSS), appropriate statistical tests were conducted, and the results of the field study proved that the environment for measuring the performance of the insurance sector is appropriate and well-suited to apply the BSC Perspectives, with a rate of (83.5%).
