المستخلص: أن الانفتاح الاستراتيجي يشكل عنصرا جوهريا للعديد من المنظمات التعليمية، لذا فان الاهتمام به يعد المحرك الأساسي لنمو المنظمات وتطورها لمواكبة التغيرات وبالتالي امتلاك المعرفة، لذا ركز هذا البحث على بيان دور الانفتاح الاستراتيجي كتوجه معاصر لتعزيز التراكم المعرفي، والعمل على استخراج عصارة الفلسفة الفكرية والعلمية لمتغيرات البحث (الانفتاح الاستراتيجي، التراكم المعرفي)، يقسم البحث في جزئين أساسيين، تضمن الأول الإطار العام للبحث والإطار النظري لمتغيرات البحث. وشمل الجزء الثاني الإطار العملي لفرضيات البحث، وكذلك مجموعة من الاستنتاجات والتوصيات. وشملت عينة البحث عن طريق مجموعة من القيادات في جامعة تكريت، وذلك من خلال اختبار علاقات التأثير، والارتباط بين متغيرات البحث (الانفتاح الاستراتيجي، التراكم المعرفي)، وكان المنهج المتبع في البحث هو التحليلي الوصفي، وتم اختيار عينة من العاملين بواقع (61) فرد، وباعتماد استمارة الاستبانة كأداة أساسية للقياس، واستخدم برنامج الحزمة الإحصائية (SPSS) لأثبات مدى صحة فرضيات البحث بين متغيري البحث (الانفتاح الاستراتيجي، التراكم المعرفي) واستخدام مجموعة من الأساليب الإحصائية والمتمثلة بمعامل الانحدار المتعدد ومعامل الارتباط. وكانت أبرز الاستنتاجات، تحقق وجود علاقة ارتباط بين الانفتاح الاستراتيجي مجتمعة والتراكم المعرفي للجامعة عينة البحث بدلالة متغيراتها. واستنادا إلى استنتاجات التي بينها البحث، قدم البحث مجموعة من التوصيات من أهمها ضرورة أن تهتم الجامعة عينة البحث بموضوع الانفتاح الاستراتيجي وذلك من خلال استخدام الأساليب الاستراتيجية الحديثة من ناحية التنفيذ والتطبيق، والذي يركز على مجموعة من الممارسات المختلفة بهدف الاستغلال الأمثل للطاقات والابتكارات الناتجة من كافة الأطراف المرتبطة بالمنظمة.

That strategic openness is an essential element for many educational organizations, so interest in it is the main engine for the growth and development of organizations to keep pace with changes and thus possessing knowledge, so this research focused on clarifying the role of strategic openness as a contemporary trend to enhance knowledge accumulation, and work to extract the juice of intellectual and scientific philosophy for the variables The research (strategic openness, knowledge accumulation), divides the research into two main parts. The first included the general framework for research and the theoretical framework for research variables. The second part included the practical framework of the research hypotheses, as well as a set of conclusions and recommendations. The sample of the research was included by a group of leaders at the University of Tikrit, by testing the influence relationships, and the correlation between the research variables (strategic openness, knowledge accumulation), and the approach used in the research was descriptive analytical, and a sample of workers was selected by (61) individuals. By adopting a questionnaire as a basic tool for measurement, the statistical package (SPSS) was used to prove the validity of the research hypotheses between the two research variables (strategic openness, knowledge accumulation) and the use of a set of statistical methods represented by the multiple regression coefficient and the correlation coefficient. The most prominent conclusions were the existence of a correlation between the combined strategic openness and the knowledge accumulation of the university research sample in terms of its variables. Based on the conclusions that the research included, the research presented a set of recommendations, the most important of which is the need for the university to pay attention to the research sample in the subject of strategic openness, through modern strategic methods in terms of implementation and application, which focuses on a set of different practices with the aim of optimizing the energies and innovations resulting from all parties associated with the organisation.
