المستخلص: يهدف البحث الحالي إلى تفعيل الشراكة بين كليات التربية ومدارس التعليم قبل الجامعي، من خلال التعرف على واقع الدور الوظيفي لكليات التربية في خدمة المجتمع والتعرف على أهم متطلبات التطوير لتلك الشراكة. وفي سبيل ذلك أعتمد البحث على المنهج الوصفي، باعتباره أكثر المناهج البحثية ملائمة لطبيعة الدراسة ومن خلال استخدام أسلوب التحليل البيئي الرباعي (تحليل سوات)، لاستخراج نقاط القوة والضعف في البيئة الداخلية للشراكة بين كليات التربية ومدارس التعليم قبل الجامعي، وأهم الفرص المتاحة والتهديدات المفروضة من البيئة الخارجية وقد تبين من هذا التحليل أن الشراكة بين كليات التربية ومدارس التعليم قبل الجامعي تعاني الكثير من مواطن الضعف وبعض نقاط القوة، والقليل من الفرص والكثير من التهديدات التي تعوق عملها وتجعلها غير مهيأة للقيام بدورها في تحقيق أهدافها وتطوير أدائها. وقد أسفر البحث عن مجموعة من النتائج أهمها: 1- توصلت الدراسة إلى أن البيئة الداخلية للشراكة بين كليات التربية ومدارس التعليم قبل الجامعي تحتوي على الكثير من نقاط الضعف وبعض نقاط القوة. 2- يتضح أن كلا من المؤسستين غير مهيأتين للقيام بمسؤولياتهما ودورهما في تحقيق أهداف الشراكة، كما أن البيئة الخارجية تحتوي على الكثير من التهديدات، والقليل من الفرص. 3- يتضح أن البيئة الخارجية غير دافعة للشراكة للقيام بالدور المنوط بها لتحقيق أهدافها وتفعيل متطلباتها، وفي ضوء هذا التحليل تم تحديد البدائل الاستراتيجية المقترحة، واختيار البديل الأنسب وهو استراتيجية (الضعف والتهديدات). 4- تم وضع خطة استراتيجية مقترحة لتفعيل متطلبات الشراكة بين كليات التربية ومدارس التعليم الجامعي لتفعيل متطلباتها وأدائها ورسالتها وقيمها وأهدافها الاستراتيجية.

The current research aims to activate the partnership between faculties of education and schools of pre-university education, by identifying the reality of the functional role of faculties of education in community service and identifying the most important development requirements for that partnership. Using the four-way environmental analysis method (SWAT analysis), to extract the strengths and weaknesses in the internal environment of the partnership between colleges of education and pre-university schools, and the most important available opportunities and threats imposed by the external environment, and it was found from this analysis that the partnership between colleges of education and pre-university schools suffers Many weaknesses and some strengths, few opportunities and many threats that hinder its work and make it unprepared to play its role in achieving its goals and developing its performance. The research has resulted in a group of negative ones, the most important of which are: 1- The study concluded that the internal environment of the partnership between faculties of education and schools of pre-university education contains many weaknesses and some strengths. 2- It is clear that both institutions are not prepared to carry out their responsibilities and their role in achieving the objectives of the partnership, and that the external environment contains many threats and few opportunities. 3- It is clear that the external environment is not a motivation for the partnership to play the role entrusted to it to achieve its objectives and activate its requirements, and in the light of this analysis, the proposed strategic alternatives were identified, and the most appropriate alternative was chosen, which is the strategy of weakness and threats. A proposed strategic plan has been developed to activate the requirements of the partnership between colleges of education and schools of education before activating its requirements, performance, mission, values and strategic objectives.
