|a تناول الباحث من خلال هذه الدراسة الطعن بصحة عضوية المجالس المحلية والبلدية في التشريع الأردني وبيان ماهية عضوية المجالس المحلية والبلدية والطعن بها وطرقه وأنواعه وتوصل الباحث إلى إن عضوية المجالس المحلية والقروية وأمانة عمان الكبرى تتم من خلال طريقين أحدهما التعيين المباشر من قبل الإدارة العامة، والطريق الآخر هو الانتخاب من قبل المجتمع المحلي وأوصى الباحث بضرورة زيادة نسبة الأعضاء المنتخبين في المجالس البلدية والمحلية لأن الانتخابات البلدية هي نواة الديمقراطية ومن خلالها يمكن تأهيل المجتمع المحلي من أجل الانتخابات البرلمانية.
