المستخلص: Without training no teacher can be effective though accumulating many years of experience. In the past two decades, it has come to knowledge that reflection when backed up by teacher education development can greatly help a teacher achieve positive learning outcomes. The present statement, heretofore, was meaninglessly viewed, but nowadays, it has turned to be unquestionable and indisputable especially when the scope is narrowed down to peer review. One of the thorniest issues which has been, inexplicably, put in a conspiracy of silence by officials is, in the Algerian context, the quasi absence of a pedagogical preparation intended to would-be teachers that might help them evolve in a well rounded academic and pedagogical tendency. This endemic situation has led to a black out giving rise to a poor teaching quality.
