المستخلص: لعلنا نجد أن التحول الرقمي لم يعد رفاهية يمكن الاستغناء عنها في الوقت الحالي، خصوصا بالنسبة للمؤسسات والهيئات التي تتعامل مباشرة مع الجمهور، والتي تسعى إلى التطوير وتحسين خدماتها لتسهيل وصولها للمواطنين، ويتجاوز مفهوم التحول الرقمي استخدام التطبيقات التكنولوجية ليصبح منهجا وأسلوب عمل يجمع المؤسسات الحكومية ليصبح تقديم الخدمات أسهل وأسرع، وخصوصا في تلك الفترة العصيبة التي تتعرض لها كافة بلاد العالم أجمع، وهي أزمة كورونا العالمية التي أدت إلى اعتماد الرقمنة في تقديم خدمات المواطنين وانتعاش المعاملات الإلكترونية والتحول نحو العمل عن بعد والاستثمار في تكنولوجيا الاتصالات والمعلومات بصورة لم تحدث من قبل، وهو ما ظهر في تقرير الأمم المتحدة للحكومة الإلكترونية عام 2020م، وتعتبر مصر إحدى الدول النامية التي تسعي جاهده نحو إرساء معالم الحكومة الإلكترونية في ظل التحديات الراهنة للإدارة الإلكترونية وقد جاءت هذه الدراسة للكشف عن واقع التحول الرقمي للأرشيف ودوره الهام في تطبيق الحكومة الإلكترونية في مصر من خلال توضيح مفهوم رقمنه الوثائق وأرشفتها رقميا، مع تحديد أهم خصائص الأرشيف الإلكتروني وأهدافه، ودوره في دعم عمليات التحول نحو الحكومة الإلكترونية, والتعرف على المعايير والقواعد التي ينبغي أن تؤخذ في الاعتبار عند تبنى مشروع التحول للأرشيف الإلكتروني، فضلا عن رصد وتحليل واقع الحكومة الإلكترونية وأبعادها، والخروج بمؤشرات عن مقومات إرساء معالم الحكومة الإلكترونية في مصر، ولقاء الضوء على الدور المهم للقوى البشرية في عصر التحول الرقمي للخدمات الأرشيفية، وإبراز أهم العوائق والتحديات التي تواجه تطبيق الحكومة الإلكترونية، وأخيرا تقديم وعرض أهم المقترحات حول الآفاق المستقبلية، والحلول الممكنة لتفعيل دور الحكومة الإلكترونية في مصر، مع عرض أمثلة لبعض التجارب الدولية الرائدة في هذا المجال.

Perhaps we find that digital transformation is no longer a luxury that can be neglected these days, especially for institutions and bodies that deal directly with the public. The concept of digital transformation goes beyond the use of technological applications and becomes an approach and method of work that brings together government institutions to make the delivery of services easier and faster, especially in this difficult period that all countries of the world are exposed to, which is the global Corona crisis. This crisis led to the adoption of digitalization in the provision of citizen services and the revival of electronic transactions and the shift towards remote work and investment in communication and information technology in a way that has never happened before, which was shown in the United Nations e-government report in 2020 AD. Egypt is one of the developing countries that is striving to establish the features of e- government in light of the current challenges of electronic management. This study came to reveal the reality of the digital transformation of the archive and its important role in the application of e-government in Egypt by clarifying the concept of digitizing documents and archiving them digitally, while identifying the most important characteristics of the archive, defining the most important characteristics of electronic archives, its objectives, its role in supporting the transformation processes towards e-government, identifying the standards and mles that should be taken into consideration when adopting the electronic archive transformation project. In addition, it plays a role in monitoring and analyzing the reality of e-government and its dimensions, coming out with indicators on the components of establishing the features of e- government in Egypt, highlighting the important role of human forces in the era of digital transformation of archival services, highlighting the most important obstacles and challenges facing the application of e-government, and finally presenting and presenting the most important proposals about Future prospects, and possible solutions to activate the role of e-government in Egypt, with examples of some pioneering international experiences in this field.
