|a يعتبر الشيخ مبارك الميلي رائد من رواد حركة الإصلاح الاجتماعي والتربوي والثقافي في المجتمع الجزائري إبان فترة الاحتلال الفرنسي، فقد استطاع الرجل بذكائه وحنكته الاهتداء إلى مجموعة من الطرق والأساليب التي أثرت في تكوين وبنية فرد المجتمع الجزائري، التي أهلته فيما بعد أن يواجه الاستعمار الفرنسي فكريا واجتماعيا واقتصاديا، وثقافيا من خلال التصدي للكثير من البدع والخرافات التي تنافي في أصولها الدين الإسلامي السمح، وإعادة كتابة الجزائر وفق أصوله الحقيقة رغم المدة الزمنية القصيرة التي عاشها هذا المصلح.
