الكفاية التواصلية من المصطلحات المهمة والشائعة في الدراسات اللغوية، من الناحيتين النظرية والتطبيقية. ورغم ذلك، فإن كثيرا من الجوانب المتعلقة بهذا المصطلح ليست محددة ولا مفهومة بشكل واضح. ولذا فإنه كثيرا ما يستخدم بمعاني متعددة وغير محددة. ومن ثم فإن الغرض من الدراسة الحالي هو تتبع أصول هذا المصطلح ومراحل تطوره منذ نشأته الأولى حتى الوقت الحالي من أجل تحقيق فهم أفضل لمضمونه ولما يتصل به من إشكاليات. وتنقسم الدراسة إلى قسمين أساسيين. يتطرق أولهما إلى أصول المصطلح، بدءا بمفهوم «الكفاية» في المنظور التوليدي، وانتقالا إلى مقترح «الكفاية التواصلية» من منظور مختلف تماما لدى دل هايمز. ويتضمن هذا القسم ناقشا لما بين هذين المفهومين من تعارض جوهري غير قابل للتسوية. ويركز القسم الثاني على انتقال المصطلح إلى ميدان اللسانيات التطبيقية، وما لحقه إبان هذا الانتقال من تحول، بالإضافة إلى جهود اللسانيين التطبيقين المهمة في تحديد مدلوله ومكوناته، من منظور خاص يركز على الجوانب العملية المتصلة بتعليم اللغات. وتخلص الدراسة إلى أن أهمية هذا المصطلح تكمن فيما أثاره من أفكار وجهود من أجل فهم وجوه التصرف اللغوي، رغم أن كثيرا من التفاصيل المتعلقة بمدلوله ما تزال موضعا لكثير من الجدل والخلاف.
The term of "communicative competence" is a very important and common one in language studies, from both theoretical and applied perspectives. Nevertheless, it is often used without specific meanings. Thus, many aspects of its concept are not clear. The purpose of this study is therefore to trace back the origin and development of the tem from its inception until the present time, in order to achieve a better understanding of its content and associated problems. The study is divided into two main sections. The first deals with the origin of the term, beginning with the concept of "competence" in generative linguistics, moving to Dell Hymes’s proposal of "communicative competence" from a totally deferent perspective. It also includes a discussion of the substantial and irreconcilable conflict between these two concepts. The second section focuses on the transition of the term to the field of applied linguistics, and the transformation of its meaning during this stage accordingly. It also includes a discussion of the important efforts put forth by some applied linguists in order to delineate and specify its content and constituents, from a particular perspective focuses on the practical aspects of language teaching. The study concludes that the importance of this term lies in the ideas and efforts that it stimulated in order to understand the facets of linguistic behavior, although many of the details of its content are still subject of much debate and controversy.
