المستخلص: يعد التعليم هو الأساس الحقيقي لتقدم ورقي المجتمعات من الصفوف الأولي وحتي نهاية ما بعد الجامعة ونظرا للأهمية القصوى للتعليم جعلته الدول في مقدمة أولوياتها وإيمانا بهذا اهتمت به الدولة اهتماما بالغا حيث أولاه فخامة الرئيس عبد الفتاح السيسي اهتماما بالغا وجعل هذا العام ٢٠١٩ عام التعليم المصري إيمانا من القيادة والإرادة السياسية بانه لا تقدم بلا تعليم وكانت إشارة انطلاق للجميع داخل جمهورية مصر العربية بداية من رئيس الوزراء ومعالي وزير التربية والتعليم وحتي الطالب نفسه حيث إشارة إلي الانطلاق والإبداع كل في موقعه تعليم وتعلم للجميع ومن الجميع وحيث أن المعلم يعتبر اللبنة الأولي والركيزة الأساسية التي منها تبدأ الانطلاق حيث أنه المسؤول الأول أن لم يكن الأوحد عن بناء شخصية الأفراد منذ الصغر حيث يتعلم منه المتعلم بطرق مباشرة وأخري غير مباشرة ومن الطرق المباشرة التعليم الممنهج والموجه الذي يعلمه المعلم للمتعلم من خلال الكتاب والكراسة والأنشطة وغيرها ومنها ما هو غير مباشر حيث يقوم المتعلم بطريقة لا إرادية بتقليد المعلم في كل مناحي حياته سواء كانت سلوكية أو مهنيه أو اجتماعية أو تواصليه وغيرها ولا يمكن أحداث أي تغير أو تطوير في العملية التعليمية إلا بتطوير المعلم. ولذا أصبح تطوير المعلم من جميع الجوانب أمر حتمي لابد منه وتنمية المعلم تنمية مهنية بمفهومها الشامل هي عملية مستمرة مخطط لها بصورة منظمة من قبل أخصائيين في التربية والتدريب والتخطيط قابلة للتنفيذ ومرنة من أجل الارتقاء بمستوي أداء المعلم من خلال إكسابه المهارات اللازمة وتنمية الاتجاهات الإيجابية لديه لتحسين مستوى التعلم والتعليم استجابة للمتغيرات التكنولوجية والرقمية والمعلوماتية وتلبية حاجات المجتمع. ومما لا شك فيه أن التطور الذي طرأ على وسائل الاتصال في العالم في العصر الرقمي وظهور الثورة الرقمية في نهاية القرن العشرين وبداية القرن الحادي والعشرين كان له أثره الواضح في التحول التدريجي من الأنشطة الحياتية العادية إلى الأنشطة الرقمية خاصة مع تعاظم الاستفادة من شبكة المعلومات الدولية وتلاحق الاكتشافات التكنولوجية المختلفة التي يصعب السيطرة عليها حيث أنها حتمية التغيير. وبالتالي كان لازما على المعلم اكتساب المهارات التكنولوجية اللازمة التي تلاحق وتواكب الثورة الرقمية والمعلوماتية التكنولوجية حتى يصبح معلما رقميا معلوماتيا تكنولوجيا والذي سوف ينعكس بالتبعية على المتعلمين. وبات لزاما أيضا على متخذي القرار اتخاذ حزمة إجراءات من شأنها تنميه المعلم تنمية تكنولوجية رقمية معلوماتية بالإضافة إلى إلزامه بالتنمية الذاتية وتنميته من خلال برامج التدريب والتطوير التكنولوجي حتى يكون أعلي كفاءة في استخدام التقنيات الحديثة الموائمة للعصر وربط المناهج إلكترونيا بعضها البعض من خلال شبكات التطوير. ومن هنا يأتي دور التدريب وأهميته للمعلمين حيث أنه لابد من إجراء حزمة تدريبات متتالية تستهدف المعلمين بصفه مستمرة من خلال مدربين دوليين ومحليين معتمدين دوليا. حتى نخلق جيلا من المعلمين يستطيعون دمج التقنية التكنولوجية داخل الفصول الدراسية وتوظيفها لتلبي حاجات الطلاب لتحسن تعلمهم. وكان لزاما على متخذي القرار التغلب على كافة أو على الأقل معظم المعوقات التي تواجه التنمية المهنية التكنولوجية للمعلمين.

The education is considered the real foundation for the development and progress of societies from the first rows and even after the university graduation because of the utmost importance of education, countries made it in the forefront of their priorities and because the State concerned with great interest that the President Abdel fattah Al-Sisi paid great attention to it and made this year 2019 the year of the Egyptian education in the belief of the leadership and political will that there will not be and progress without the education. The starting signal for all in the Arab Republic of Egypt from the Prime Minister and the Minister of Education and even the student himself, In his position, teaching and learning for all and everyone, and where the teacher is the first brick and the cornerstone from which starts to take off as he is the first, if not the only responsible for building the personality of individuals since childhood and from which the learner learn in direct and indirect ways. Of the direct methods is the directed and systematic education, which teaches the teacher to the learner through the book and the copybook and activities, and others, etc... The indirect ways where the learner in an involuntary manner imitates the teacher in all aspects of his life, whether behavioral, professional or social or communicative, etc. and it impossible to make any change or development in the educational process, but to develop the teacher.

So, the development of all aspects of the teacher is imperative and the development of the teacher professional development in its comprehensive meaning is a continuous process planned by the organization of the specialists in education and training and planning are feasible and flexible in order to improve the level of performance of the teacher through the acquisition of the necessary skills and development of the positive trends to improve Level of learning and education in response to technological, digital and informational changes and meet the needs of society. No doubt that the development of the ways of communication in the world in the digital age and the occurance of the digital revolution at the end of the twentieth century and the beginning of the twenty-first century has a significant impact on the gradual transition from ordinary activities to digital activities, especially with the increasing use of the international information network and the pursuit of the various technologies discoveries that are so difficult to control them as they are inevitable change. Therefore, the teacher must acquire the necessary technological skills that pursue and keep pace with the digital revolution and technological information to become a digital and technological information milestone, which will be reflected in dependence on the learners, and It becomes necessary for the decision makers to take a package of procedures that will develop the teacher development of digital information technology in addition to obligate him with the self-development and the development through training programs and technological development to be the most efficient in the use of modem technologies adapted to the era and linking the curriculum electronically with each other through the development networks. Hence, the role of training and its importance for teachers become important as it is necessary to conduct consecutive exercises targeting teachers in a continuously way through international and local accredited trainers. So that we can create, a generation of teachers can integrate technological technology into the classroom and use it to meet the needs of students to improve their learning. Decision makers have to overcome all or at least most of the obstacles that facing the technological professional development of teachers.
