المستخلص: تمحور الهدف الرئيسي للبحث حول توظيف جميع المؤشرات الإيجابية المحددة التي تتضمنها مفاهيم الاستدامة الحضرية، باعتبارها أهداف متحققة على الجوانب الاجتماعية والاقتصادية والبيئية، ووضع إطار عمل صحيح بوضع الأولويات التنمية المستدامة في ظل التخطيط الحضري. وعلى الرغم من ضعف في تنفيذ المخططات الأساسية للمدن من خلال التغير المستمر في استعمالات الأرض والتداخل ما بين هذه الاستعمالات كما موجود في المخطط الأساس، مما أثر بشكل سلبي على أبعاد التنمية المستدامة. تناول البحث واقع استعمالات الأرض التجارية والصناعية والترفيهية، ويهدف إلى إيجاد توازن بين استعمالات الأرض ومواكبة تزايد السكان مع الحفاظ على مقدرات الأجيال القادمة، ولمعرفة مدى كفاءة الخدمات المقدمة لسكان المدينة ولمعرفة دور الإدارة الحضرية في مدينة الناصرية وإسهاماتها في التخطيط الحضري للمدينة وإقليمها لتسليط الضوء على طبيعة عمل الإدارة الحضرية فيها وتحديد المشاكل، ومن ثم وضع المقترحات التي قد تسهم في معالجة المشكلات لمعرفة مدى تحقق مؤشرات التنمية المستدامة الحضرية، وهذا الأمر لا يتحقق إلا إذا حدث توازن بين تصورات الجهات الإدارية والتخطيطية في المدينة المجلس البلدي أو الدولة، وتصورات سكان تلك المدينة المطلوب التخطيط الحضري لها وعلى أن تكون هذه الجهود مقيدة بمراعاة القواعد والأسس العلمية لاستعمالات الأرض. توصي الدراسة بالاهتمام بالتوجه في تحقيق تخطيط حضري مستدام يوفر مدن ملائمة للعيش بتظافر جميع الجهود من قبل الجهات ذات العلاقة، وكذلك الحفاظ على بيئة المدينة من التلوث من خلال إدراك البلدية والدوائر الأخرى لأخذ دورها في الحفاظ على البيئة.

The main objective of the research revolved around employing all the specific positive indicators included in the concepts of urban sustainability, as goals achieved on the social, economic and environmental aspects, and setting a correct framework for setting priorities for sustainable development in light of urban planning. In spite of the weak implementation of the basic plans of the cities through the continuous change in the uses of the land and the overlap between these uses, as found in the basic plan, which negatively affected the dimensions of sustainable development. The research dealt with the reality of commercial, industrial and recreational land uses, it aims to find a balance between land uses and keep pace with the increasing population while preserving the capabilities of future generations. To find out the efficiency of the services provided to the residents of the city. And to know the role of urban management in the city of Nasiriyah, and its contributions to the urban planning of the city and its region, to shed light on the nature of the work of urban management in it , And then develop proposals, that may contribute to addressing problems, to see the extent to which indicators of urban sustainable development have been achieved and to neutralize problems, And this matter can only be achieved if there is a balance between the perceptions of the administrative, and planning authorities in the city, the municipal council or the state. And the perceptions of the residents of that city for which urban planning is required, provided that this effort is restricted by observing the scientific rules and foundations for land uses. The study recommends paying attention to achieving sustainable urban planning that provides livable cities with the combined efforts of all relevant authorities, As well as preserving the city’s environment from pollution by realizing the municipality and other departments to take their role in preserving the environment.
