المستخلص: يتحدد موضوع الدراسة الراهنة حول دور الجمعيات الأهلية في فاعلية مشروعات التنمية المستدامة في ظل الظروف الراهنة، فقد كان للجمعيات الأهلية وما تنفذه من برامج ومشروعات تنموية أكبر الأثر في الانتقال بالمجتمع من مرحلة التنمية إلى التنمية المستدامة، ولكن كما يقال تأتي الرياح بما لا تشتهي السفن، فقد جاءت جائحة كورونا لتؤثر تأثيرا سلبيا على العالم أجمع، وضربت الاقتصاد العالمي بصورة تخطت الكساد العالمي عام 1929، وتأثرت الكثير من الأهداف الأممية للتنمية المستدامة، كما تسببت الجائحة في انعدام الأمن الغذائي لنحو 35 مليون شخص حول العالم. وكأن عجلة الحياة تعطلت خلال عقد اتسم بتسارع العمل نحو تحقيق التنمية المستدامة، عطلها تهديد صحي عالمي أصاب المنطقة العربية بأضرار جسيمة. ونظرا لأن منظمات المجتمع المدني تلعب دورا محوريا في عمليات التنمية بكافة أشكالها، وبالتالي تتعدد محددات نجاح هذه المنظمات في التأثير على سياسات التنمية المستدامة، تبعا لما تتمتع به هذه المنظمات من قدرات إدارية ومحاسبية وتنمية روح العمل الجماعي، والقدرة على التخطيط الاستراتيجي أو ما يطلق عليه بناء القدرات. واعتمدت الدراسة على المنهج الوصفي التحليل لمناسبته لموضوع الدراسة مع الاستعانة بالاستبيان في جمع البيانات، وتوصلت الدراسة إلى عدد من النتائج الهامة من بينها زيادة عدد منظمات المجتمع المدني العاملة في مجال التنمية، وهو ما يعكس عدم قدرة الدولة عن تقديم كافة الخدمات الأساسية للمواطنين، وبالتالي تطوير القدرات التي تشجع على إيجاد علاقات شراكة تربط المواطن بالدولة. وتحتوي الدراسة الراهنة على عدد من المفاهيم الرئيسية والفرعية هي: مفهوم الفاعلية، التنمية المستدامة، كوفيد-19، الجمعيات الأهلية.

The subject of the current study is determined on the role of NGOs in the effectiveness of sustainable development projects under the current circumstances. NGOs and the development programs and projects they implement have had the greatest impact in moving society from the stage of development to sustainable development, but as it is said, the wind comes with what ships do not desire, The Corona pandemic came to have a negative impact on the whole world, and hit the global economy in a way that exceeded the global depression in 1929, and many of the United Nations goals for sustainable development were affected, and the pandemic caused food insecurity for about 35 million people around the world. It is as if the wheel of life was disrupted during a decade characterized by the acceleration of work towards achieving sustainable development, disrupted by a global health threat that affected the Arab region with severe damage. Given that civil society organizations play a pivotal role in development processes in all its forms, and consequently, the determinants of the success of these organizations in influencing sustainable development policies are multiple, depending on the administrative and accounting capabilities of these organizations, the development of the spirit of teamwork, and the ability to strategic planning or what is called building abilities. The study relied on the descriptive approach analysis for its relevance to the subject of the study with the use of the questionnaire in data collection, and the study reached a number of important results, including the increase in the number of civil society organizations working in the field of development, which reflects the inability of the state to provide all basic services to citizens, and thus develop Capabilities that encourage the creation of partnership relations that link the citizen to the state. The current study contains a number of main and sub-concepts: the concept of effectiveness, sustainable development, Covid-19, and civil associations.
