المستخلص: هدف البحث الحالي إلى التعرف على امتلاك مديرية مكافحة الجريمة المنظمة لأنماط القيادة الاستراتيجية والارتجال الاستراتيجي والتمكين الإداري، فضلا عن معرفة مدى تأثير أنماط القيـادة الاستراتيجية بأبعادها (النمط البيروقراطي، النمط السياسي، النمط المهني، النمط الريادي) متغيرا مفسرا مؤثر في التمكين الإداري بصفته متغيرا تابعا مستجيب بأبعاده (المعرفة، تفويض السلطة، فرق العمل، الاستقلالية) من خلال الارتجال الاستراتيجي بصفته متغيرا وسيطا بأبعاده (الابتكار، الحدس، خفة الحركة الاستراتيجية، العفوية، بناء الحل)، ليكون محل إجراء البحث في مديرية مكافحة الجريمة المنظمة التابعة إلى وزارة الداخلية/ في محافظة بغداد، فضلا عن تقديم جملة من التوصيات التي يمكن أن تسهم في تعزيز التمكين الإداري، ومن منطلق أهمية البحث للمديرية وأقسامها ومنتسبيها وأهميته للمجتمع وتشخيص طبيعة العلاقة بين متغيرات البحث والتعرف على النمط القيادي الأكثر ملائمة في تحقيق التمكين الإداري، اعتمد الباحث المنهج الوصفي التحليلي الاستطلاعي المستند إلى الاستبانة في جمع البيانات، مستهدفه عينة من قيادات المديرية، وقد بلغ (مجتمع البحث 200) منسوب، فيما كانت عينة البحث (170) مشاهدة، وقد سعى البحث إلى اختبار عدد من الفرضيات والمرتبطة بعلاقات التأثير بين متغيرات البحث، إذ استخدم برامج إحصائية جاهزة (SPSS v .28, AMOS v. 26) لمعالجة البيانات، وقد توصل البحث إلى مجموعة من النتائج كان أهمها (الإفادة من الارتجال الاستراتيجي كمتغير وسيط يعزز تأثير أنماط القيادة الاستراتيجية في التمكين الإداري بوساطة جزئية) وذلك لما له أثر واضح على تمكين المنتسبين، وبالتالي تبين أن هناك تأثير عالي لأنماط القيـادة الاستراتيجية في التمكين الإداري من خلال الارتجال الاستراتيجي واختتمت البحث بمجموعة من التوصيات وآليات عمل للتنفيذ.

The aim of the current research is to identify the possession of the Directorate for Combating Organized Crime of strategic leadership patterns, strategic improvisation and administrative empowerment, as well as knowing the extent of the impact of strategic leadership patterns with its dimensions (bureaucratic pattern, political pattern, professional pattern, entrepreneurial pattern) as an explanatory variable influential in administrative empowerment as a variable A responsive follower with its dimensions (knowledge, delegation of authority, work teams, independence) through strategic improvisation as a mediating variable with its dimensions (innovation, intuition, strategic agility, spontaneity, solution building), to be the subject of research in the Directorate of Combating Organized Crime of the Ministry of Interior In the province of Baghdad, in addition to presenting a set of recommendations that can contribute to enhancing administrative empowerment, and based on the importance of research for the directorate, its departments and its affiliates and its importance to society and the diagnosis of the nature of the relationship between research variables and identifying the most appropriate leadership style in achieving administrative empowerment, the researcher adopted the descriptive approach Analytical reconnaissance based on a questionnaire in data collection, targeting a sample of the directorate's leadership, and reached (The research community is 200) attributed, while the research sample was (170) viewing, and the research sought to test a number of hypotheses related to the influence relationships between the research variables, as it used ready-made statistical programs (SPSS v. 28, AMOS v. 26) to process the data, The research reached a set of results, the most important of which was (benefiting from strategic improvisation as a mediating variable that enhances the effect of strategic leadership patterns in administrative empowerment with partial mediation) because it has a clear impact on the empowerment of its affiliates, and thus it was found that there is a high impact of strategic leadership patterns on administrative empowerment through Strategic improvisation The research concluded with a set of recommendations and action mechanisms for implementation.
