يعد التمويل هو المدخل الحاكم لمستوى منظومة التعليم باعتباره الشريان المغذي الذي تعتمد عليه المؤسسات الجامعية في تحقيق أهدافها، وفي قدرتها على التنافس مع الجامعات الأخرى المحلية والعالمية، وأيضا في قدرتها في إعداد الطاقات البشرية المتطلبة لعملية التنمية الاقتصادية في البلاد من حيث إعدادها كما ونوعا؛ لذا يعد التمويل قضية متجددة دوما بسبب التغيرات في النظام الاقتصادي العالمي، وارتفاع تكلفة نظام التعليم الجامعي. لذا؛ يهدف البحث الحالي إلى الاستفادة من خبرات بعض الجامعات الأجنبية للتوصل إلى إجراءات مقترحة لتعزيز مصادر تمويل الجامعات الحكومية المصرية، واتبع المنهج المقارن، وتضمنت نتائجه: ضرورة الاعتماد على مصادر متعددة لتمويل الجامعات الحكومية المصرية بما يضمن لها البقاء والاستمرار والتنافسية في ظل التغيرات العالمية والمحلية المتواترة، وتتضمن هذه المصادر (الوقف-التعليم الدولي والمنح الدراسية -الشراكة مع القطاع الخاص). كما توصل البحث إلى بعض المتطلبات التي تستلزم تعزيز تنوع وتعدد مصادر التمويل للجامعات المصرية منها: ضرورة إنشاء إدارة مستقلة داخل الجامعات، مهمتها: إدارة واستثمار أوقاف وأملاك واستثمارات الجامعة بكفاءة وفاعلية ووضوح وشفافية؛ هذا بالإضافة إلى ضرورة نشر الوعي الاجتماعي بأهمية المشاركة في تمويل التعليم عامة - والجامعات الحكومية خاصة من أجل تحقيق التنمية المستدامة للجامعات الحكومية المصرية، كما يجب تشريع وتبسيط القوانين المتعلقة بالأوقاف؛ لضمان استقلاليتها وفاعليتها في تحقيق الأهداف المنشودة للجامعات الحكومية المصرية. كما يجب تنويع البرامج والتخصصات لجذب الطلاب من جميع إنحاء العالم، وتسهيل إجراءات الحصول على المنح الدراسية، ومساعدة الطلاب في الحياة الجامعية، والمعيشية. كما يجب إنشاء لجنة تتبع الجامعة لإبرام العقود البحثية والاستشارية مع القطاعات الخاصة، لتحقيق أهدافها وأهداف الجامعة في آن واحد.
Funding is the governing entrance of the education system level as it is the Nutritious artery on which university institutions depends on in achieving their goals, also in their ability to compete with other local and international universities. Also it effected in their ability to prepare the human energies required for the economic development process in the country in terms of quantity and quality. Therefore, funding is an ever renewing issue due to the changes in the global economic strategy, and the high cost of the university education system. SO, the research aims at benefit from the experiences of some foreign universities to come up a proposed measures to enhance the sources of funding for Egyptian public universities. The study followed the comparative approach. The results of the research included: the need to rely on multiple sources to finance the Egyptian public universities to ensure their survival, continuity, and competitiveness in light of global and local frequent changes. These sources include (endowment - international education and scholarships - partnership with the private sector). The research also found some requirements that necessitate enhancing the diversity and multiplicity of funding sources the Egyptian public universities, like, the need to establish an independent administration within universities, whose mission: managing and investing endowments, property, and university investments with efficiency, effectiveness, clarity, and transparency; This is in addition to the need of spreading social awareness of the importance of participating in financing education in general - and public universities in particular, to achieve sustainable development for Egyptian public universities. Laws related to endowments must be enacted and simplified; To ensure its independence and effectiveness in achieving the desired goals of Egyptian public universities. Programs and majors should also diversify to attract students from all over the world. Moreover, facilitate procedures for obtaining scholarships and assist students in university life, and accommodation should be fluid. A committee of the university must be established to follow the university to make contracts, and to consult with the private sectors; to achieve its goals and the university's goals at the same time.
