إن المجتمع ليس كلا متشابها في طبيعته وصفاته ودوره بل يشمل شرائح كثيرة متباينة الصفات والأوضاع والأهداف لذا كان لزاما على وسائل الإعلام أن تغير من نظرتها للمجتمع ككتلة واحدة إلى مجتمع متشابك، وبالتالي ينبغي صياغة رسائل إعلامية مناسبة لكل شريحة حسب خصائصها، ومن هذه الشرائح شريحة أصحاب الهمم التي يجب أن يكون لها محتوى إعلامي خاص بها يتلاءم مع احتياجتها ومتطلباتها ورغبتها. وبدأت التوجهات الحديثة في التربية الخاصة تتجه نحو اتجاه دمجهم في المجتمع كمواطنين فاعلين، وتؤكد على مشروعية حقهم في فرص متكافئة في كافة مجالات الحياة وفي العيش بكرامة وحرية. وأعطت حكومة الإمارات أهمية لأصحاب الهمم من خلال وضع التشريعات والقوانين التي تكفلهم من حيث المزايا والحقوق التي تحقق لهم الاستقرار والعيش الكريم، فقد أصدرت القانون الاتحادي رقم (29) لسنة 2006 وهو أول قانون يصدر في الدولة لحماية حقوق أصحاب الهمم، ويركز على دمجهم في المدارس العامة والخاصة، وكانت تجربة رائدة لدعمهم من خلال الاهتمام بإبراز قضايا أصحاب الهمم والتعريف بحقوقهم وواجباتهم من خلال توفير مساحات أوسع وأكثر تنوعا في مختلف وسائل الإعلام المرئية والمسموعة والمقروءة وبشكل دوري، حيث أن حجم المساحة ومدة التغطية الإعلامية سوف يؤثر على مدى اهتمام الجمهور بها. ذلك فضلا عن تخصيص صفحات خاصة عبر مواقع التواصل الاجتماعي لدعم أصحاب الهمم في مختلف النواحي الحياتية بصفة عامة وفي دعم العملية التعليمية بصفة خاصة لذلك كانت فكرة هذه الدراسة التي تقوم على دراسة "دور المحتوى الإعلامي الإماراتي في الدعم المعرفي لدى أصحاب الهمم". وتوصلت الدراسة إلى مجموعة من النتائج أهمها التزام المؤسسات الإعلامية الإماراتية في أداء الوظيفة الإخبارية ودعم المحتوى الإخباري الموجه للمجتمع ككل والداعم لقضايا أصحاب الهمم. التزام المؤسسات الإعلامية الإماراتية بالمسؤولية الاجتماعية والقيام بدورها في ربط مؤسسات الدولة وتسليط الضوء على أنشطتها وإجراءاتها ومبادراتها الداعمة إلى دمج أصحاب الهمم في مؤسساتها على اختلاف قطاعاتها والتزام المؤسسات التربوية في تطوير نظام تعليمي دامج، يعتمد على أحدث المنصات والأدوات التعليمية التكنولوجية.
Society is not a whole similar in its nature, characteristics and role, but rather includes many segments with different characteristics, situations and goals, so it was necessary for the media to change from its view of society as a single bloc to an intertwined society, and therefore appropriate media messages should be formulated for each segment according to its characteristics, and from these segments a segment People of determination who must have their own media content that matches their needs, requirements and desires. Modern trends in special education have begun to move towards integrating them into society as active citizens, and affirming the legitimacy of their right to equal opportunities in all areas of life and to live in dignity and freedom. The UAE government has given importance to people of determination by putting in place legislation and laws that guarantee them in terms of benefits and rights that achieve stability and a decent life for them. It was a pioneering experience to support them by highlighting the issues of people of determination and defining their rights and duties by providing wider and more diverse spaces in various audio-visual and print media on a regular basis, as the size of the space and the duration of media coverage will affect the extent of public interest in it. This is in addition to allocating special pages through social networking sites to support people of determination in various aspects of life in general and in support of the educational process in particular. That is why the idea of this study was based on the study of “the role of Emirati media content in cognitive support for people of determination.” The study reached a set of results, the most important of which is the commitment of Emirati media institutions to perform the news function and support news content directed to the community as a whole and supportive of the issues of people of determination. The commitment of the Emirati media institutions to social responsibility and to play their role in linking state institutions and highlighting their activities, procedures and initiatives that support the integration of people of determination in their institutions of all sectors, and the commitment of educational institutions to developing an inclusive educational system, based on the latest educational technological platforms and tools.
