المستخلص: يواجه التعليم الجامعي اليوم قيودا عدة تحد من كفاءته وتضعف من جودة مخرجاته وإمكانية تطويرها، غير أن أكبر هذه القيود وأشدها تأثيرا هي محدودية مصادر التمويل، الذي يعيق إمكانية تطويره وتحسين مخرجاته، والارتقاء بمؤشرات أدائه، والذي بدوره يؤثر على كفاءة عملية التعليم الداخلية والخارجية، ويفقده القدرة على ملاحقة المعارف والتطورات الحديثة. ولعل هذا ما دفع معظم الجامعات المتقدمة والنامية على حد سواء إلى البحث عن مصادر جديدة للتمويل، فاتجهت بعض الجامعات إلى التحول نحو مفهوم الجامعة المنتجة، وهي أحد أنماط الجامعات غير الربحية التي تعمل على إضافة مصادر تمويل جديدة وتوفير الموارد المالية البديلة، من خلال توسيع وتعميق دورها في المجتمع، وقيامها بعدد من الأنشطة التي توفر لها عائدا ماديا؛ يساعدها على بلوغ أهدافها، وتحقيق رسالتها، وهنا تعد "إدارة الأصول الاستراتيجية" Strategic Asset Management (SAM)، أحد المداخل الحديثة الذي تعتمد عليه بعض الجامعات لزيادة مصادر تمويلها، ومساعدتها على التحول لجامعة منتجة وتحقيق استدامتها ماليا، من خلال الحفاظ على الأصول الاستراتيجية وتطويرها، وترشيد استخدامها، واستثمارها من أجل تحقيق أفضل النتائج. ولذا هدف البحث الحالي من خلال العرض والتحليل إلى تعرف الأسس الفكرية للجامعة المنتجة، وإدارة الأصول الاستراتيجية، ودراسة خبرة جامعتي ميتشجان وبوند في إدارة الأصول الاستراتيجية واستثمارها للتحول إلى جامعات منتجة وتحقيق استدامتها ماليا، فضلا عن تعرف واقع إدارة الأصول الاستراتيجية بجامعة الأزهر، كما عبرت عنه الأدبيات. وقد استخدم البحث المنهج الوصفي لملاءمته لأهدافه. وقد انتهى البحث إلى مجموعة من النتائج، التي ارتكزت عليها مجموعة من التوصيات المقدمة، والتي يمكن أن تساعد في تحول جامعة الأزهر إلى جامعة منتجة وتحقيق استدامتها ماليا، منها: إنشاء إدارة مختصة لإدارة الأصول الاستراتيجية لجامعة الأزهر، تتلخص مهمتها في الحفاظ على الأصول وتطويرها وترشيد استخدامها. واستثمارها؛ ووضع خطة استراتيجية لإدارتها واستثمارها، وبالارتكاز على توفير الأموال اللازمة للقيام بعمليات الإصلاح والصيانة للأصول المادية والتقنية؛ وتنفيذ عمليات التنمية المهنية، وحماية حقوق الملكية الفكرية للأصول البشرية؛ وتطوير العلاقات والشراكات بين الجامعة والمؤسسات المناظرة وغير المناظرة.

University education today faces several constraints that limit its efficiency and weaken the quality of its outputs and the possibility of developing them, but the greatest and most influential of these restrictions is the limited funding resources, which hinders the possibility of developing it, improving its outputs, and upgrading its performance indicators, which in turn affects its internal and external efficiency, and limits its ability to pursue knowledge and modern developments . This led most developed and developing universities alike to look for new funding resources, and moving towards the concept of a productive university, a pattern of a non-profit university that is working to add new funding resources, by expanding and deepening its role in society, and carrying out a number of activities that provide it with a financial return to achieve its goals and mission. Strategic Asset Management (SAM), is one of the modern approaches that some universities rely on to increase their funding resources, be transformed into productive universities and achieve their financial sustainability through maintaining and developing strategic assets, rationalizing their use, and investing them to achieve the best results. Therefore, the current study aims to present and analyze the intellectual foundations of the productive university and strategic asset management, and to present the experiences of University of Michigan and Bond University in strategic asset management to become productive universities and achieve their financial sustainability, as well as to know the reality of strategic asset management at Al Azhar University, as expressed in the literature. The study used the descriptive approach and concluded with a set of findings, on which a set of recommendations were based, which could help in transforming Al-Azhar University into a productive university and achieving its financial sustainability, including: the establishment of a specialized department for the management of al Azhar University's strategic assets, whose mission is to preserve and develop assets, rationalize their use and invest them; develop a strategic plan for their management and investment, provide funds for repairs and maintenance of physical and technical assets; and the implementation of professional development processes, protection of intellectual property rights for human assets; and the development of relationships and partnerships between the University and other institutions.
