فتحت التطورات في الإلكترونيات وتكنولوجيا المعلومات والاتصالات التحرك نحو توفير الخدمات على الإنترنت فرصا لا حدود لها؛ لمشاركة الأشخاص ذوي الإعاقة في جميع مجالات الحياة، مثل الحوكمة والتعليم والصحة والعمالة والترفيه والأعمال التجارية والمصرفية وما إلى ذلك، وإزالة الحواجز في المجتمع. وأقر بذلك عن طريق الالتزامات القانونية الواسعة بشأن إمكانية النفاذ الإلكتروني المنصوص عليها في اتفاقية الأمم المتحدة لحقوق الأشخاص ذوي الإعاقة. وإيمانا بالحق في المعلوماتية؛ كحق من حقوق الإنسان الواردة بالعهد الدولي للحقوق الاقتصادية والاجتماعية والثقافية، ومقتضاه تمكين فئات المجتمع -وخاصة الأشخاص ذوي الإعاقة- من الاستفادة من صناعة تكنولوجيا المعلومات، وتهيئتها بما يتناسب مع احتياجات أعضاء هذه الفئات، في حدود القوانين الوطنية والمواثيق الدولية؛ يتحتم تهيئة البيئة القانونية والأخلاقية الضامنة لسن ما يلزم من تشريعات من شأنها تيسير استخدام التطبيقات الحالية والمتطورة للذكاء الاصطناعي، وحمايتهم من الانتهاكات المتوقعة عند استخدامها، بما لا يحول دون استفادة المذكورين من تحسيناتها، كونهم الأولى بالرعاية الممكنة.
Advances in electronics, information and communication technology and the move towards providing services on the Internet have opened up limitless opportunities; For the participation of persons with disabilities in all areas of life, such as governance, education, health, employment, entertainment, business, banking, etc., and the removal of barriers in society. This was recognized by the broad legal obligations regarding electronic accessibility stipulated in the United Nations Convention on the Rights of Persons with Disabilities. Believing in the right to informatics; As one of the human rights contained in the International Covenant on Economic, Social and Cultural Rights, which requires enabling groups of society -especially persons with disabilities- to benefit from the information technology industry, and to prepare it in a manner commensurate with the needs of members of these groups, within the limits of national laws and international covenants; It is imperative to create a legal and ethical environment that guarantees the enactment of the necessary legislation that facilitates the use of current and advanced applications of artificial intelligence, and protects them from expected violations when using them, in a manner that does not prevent the aforementioned from benefiting from its improvements, as they are the first in the possible care.
