الغرض: يهدف البحث إلى اختبار تأثير الاستشراف الاستراتيجي بأبعاده (قدرات المسح البيئي، قدرات الاختيار الاستراتيجي، قدرات التكامل) في تحقيق التفوق التنظيمي بأبعاده (الابتكار والإبداع، التركيز على السوق والزبائن، العمليات)، إذ أنه تبنى في إطاره النظري الاستشراف الاستراتيجي متغيرًا مستقلًا والتفوق التنظيمي متغيرًا تابعًا. المنهجية: من خلال استعمال العينة القصدية وزعت (111) استمارة استبيان على القيادات الإدارية في الشركة العامة للإسمنت العراقية/ معمل أسمنت الكوفة، ولأجل معالجة هذه البيانات والمعلومات واختبار الفرضيات استخدمت الباحثة عددا الأساليب الإحصائية وأهمها (معامل الانحدار المتعدد باستعمال أسلوب الحذف التراجعي). وأظهرت نتائج البحث الحالي وجود علاقة تأثير متعددة موجبة وذات دلالة معنوية بين متغيرات البحث (الاستشراف الاستراتيجي والتفوق التنظيمي). أهمية البحث: يستمد البحث أهميته من أهمية متغيراته المبحوثة كونها من المداخل المعاصرة والمؤثرة على طبيعة عمل المنظمات، وكذلك تناوله لقطاع مهم وهو القطاع الصناعي الذي يعتبر الأكثر أهمية وفاعلية في عملية التنمية الاقتصادية، والربط بين متغيرين وهما (الاستشراف الاستراتيجي، التفوق التنظيمي) إذ لا توجد دراسة سابقة تناولت أو جمعت بين هذه المتغيرات على حد علم الباحثة مما يبرر الشروع في دراسة واختبار متغيرات البحث. أهم النتائج العملية: أظهرت نتائج البحث الحالي وجود علاقة تأثير متعددة موجبة وذات دلالة معنوية بين متغيرات البحث (الاستشراف الاستراتيجي والتفوق التنظيمي). أهم الاستنتاجات: بشكل عام إن قدرات الاستشراف الاستراتيجي يمكن أن تعزز من تفوق الشركة تنظيميًا في سوقها الحالي ويمكنها ذلك من الدخول في أسواق جديدة مستقبلًا، وكذلك في حال رغبة الشركة بتطوير أسواقها وتلبية رغبات زبائنها فإنها يجب أن تركز على قدرات المسح البيئي وقدرات الاختيار الاستراتيجي، فهي الأكثر تأثيرًا من العمليات لأنهما يشكلان الأساس في معرفة حاجات ورغبات الزبائن والأسواق.
The Purpose: The current research aims to test the impact of strategic foresight in its dimensions (environmental scanning capabilities, strategic choices capabilities, integration capabilities) in achieving organizational excellence in its dimensions (innovation and creativity, focus on the market and customers, operations) as it adopted in its theoretical framework strategic foresight as an independent variable, organizational excellence as a dependent variable. Methodology: Through using the intentional sample, (111) questionnaire forms were distributed to the administrative leaders in the General Company for Southern Cement, In order to process these data and information and to test hypotheses, the researcher used a number of statistical methods, the most important of which is (multiple regression coefficient using the regressive elimination method). The results of the current research showed the existence of a positive and significant multiple influence relationship between the research variables (strategic foresight and organizational excellence). The importance of the research: The research derives its importance from the importance of the variables investigated, being one of the contemporary approaches and affecting the nature of the work of organizations, as well as addressing an important sector, the industrial sector, which is considered the most important and effective in the process of economic development, and the link between two variables, namely (strategic foresight, organizational excellence) as there is no previous study that dealt with or combined these variables, to the knowledge of the researcher, which justifies initiating the study and testing of the research variables. The most important practical results: The results of the current research showed the existence of a positive and significant multiple influence relationship between the research variables (strategic foresight and organizational excellence). The most important conclusions: In general, the capabilities of strategic foresight can enhance the company’s organizational excellence in its current market and enable it to enter into new markets in the future. Also, if the company desires to develop its markets and meet the wishes of its customers, it must focus on environmental scanning capabilities and strategic selection capabilities, as they are the most influential. From operations because they form the basis for knowing the needs and desires of customers and markets.
