المستخلص: هدفت الدراسة إلى وضع تصور مقترح لتفعيل المشاركة المجتمعية في الجامعات اليمنية الحكومية الناشئة من خلال دراسة الإطار الفكري للمشاركة المجتمعية، وعرض وتحليل واقع المشاركة المجتمعية في الجامعات ومعوقاتها، ولتحقيق ذلك استخدمت الدراسة المنهج الوصفي والاستبانة أداة لجمع المعلومات من أفراد العينة المختارة بطريقة قصدية مكونة من (52) عضواً من قيادات الجامعات الثلاث ممثلة في جامعة عمران، وجامعة البيضاء، وجامعة حجة، وتوصلت الدراسة إلى عدة نتائج أهمها: ضعف واقع المشاركة المجتمعية للمجالات ككل وبمتوسط حسابي بلغ (2.28) حيث جاء مجال الخدمة المجتمعية في المرتبة الأولى وبمتوسط حسابي بلغ (2.43)، يليه المجال المعرفي بمتوسط حسابي بلغ (2.36)، ليحل في المرتبة الأخيرة مجال البحث العلمي بمتوسط حسابي بلغ (2.28). كما جاءت المعوقات ككل بدرجة كبيرة بمتوسط حسابي بلغ (3.83) حيث جاءت المعوقات ذات الصلة بالمجتمع في المرتبة الأولى كأعلى معوق بمتوسط حسابي بلغ (3.98)، تلتها في المرتبة الثانية المعوقات ذات الصلة بالجامعة بمتوسط حسابي بلغ (3.65). كما كشفت الدراسة عن وجود فروق ذات دلالة إحصائية تعزى لمتغير الجامعة فيما يتصل بمحور واقع المشاركة المجتمعية لصالح جامعتي عمران والبيضاء بينما لا توجد فروق بالنسبة لمحور المعوقات، وكذلك لا توجد فروق ذات دلالة إحصائية تعزى لمتغيري المسمى الوظيفي وسنوات الخبرة. وفي ضوء ذلك خلصت الدراسة إلى وضع تصور مقترح لتفعيل المشاركة المجتمعية في الجامعات اليمنية الحكومية الناشئة تضمن منطلقات وأهداف ومتطلبات ومعوقات التصور وعدد من التوصيات.

The study aimed to develop a proposed vision for the operationalization of community participation in Yemen's emerging public universities by examining the intellectual framework for community participation, presenting and analyzing the reality of community participation in universities and their constraints. To this end, the study used the descriptive curriculum and identification as a tool for gathering information from selected sample members in a deliberate manner. 52 members of the leadership teams of the three universities are represented at the University of Amran, the University of El Bayda, and the University of Hajjah. The study yielded several results, including the reality of community participation in the areas as a whole is weak, with an average arithmetic of 2.28. The area of community service ranks first with average arithmetic of 2.43, followed by the field of knowledge with an average arithmetic of 2.36, and in last place is the field of scientific research with an average arithmetic of 2.28. The constraints as a whole also largely came in at average arithmetic of 3.83, with society-related constraints ranking first as the highest disability with an average arithmetic of 3.98, followed second by university-related constraints with an average arithmetic of 3.65. The study also revealed statistically significant differences attributable to the university's variable concerning the reality of community participation for the universities of Imran and El Bayda, while there are no differences concerning the axis of disabilities and no statistically significant differences attributable to the job and years of experience variables. In light of this, the study concluded that a proposed vision for the operationalization of community participation in Yemen's emerging state universities was designed to ensure the principles, objectives, requirements, and constraints of conception and make many recommendations.
