المستخلص: تهدف الدراسة الحالية لبناء تصور عملي لاستخدام قانون جال في تطوير المهارات القيادية التعليمية؛ ليفيد المدارس في تطوير مهارات قياداتها وبالتالي التحسين والتطوير المستمر في العملية الإدارية والتعليمية في التعليم العام. ولتحقيق أهداف الدراسة استخدمت الباحثة المنهج الوصفي التحليلي، وللتعمق في موضوع الدراسة وإيجاد خلاصة دقيقة للإسهام في حل المشكلة بطريقة عملية واقتراح تصور عملي يمكن من تحسين مهارات القيادات التعليمية في مدارس التعليم العام، فقد استخدم أسلوب دلفاي. ولقد اشتملت عينة الدراسة جميع القادة في مدارس التعليم العام في شرق الرياض وكانت الاستبانات المكتملة والتي تفي بأغراض الدراسة عددها (245) استبانة، حيث اعتمدت الاستبانة كأداة رئيسة لجمع البيانات حول مشكلة الدراسة. وبينت النتائج أن توافر المهارات القيادية كانت بدرجة متوسطة كما يوجد فروقات ذات دلالة إحصائية بين الذكور والإناث فيما يتعلق بتطبيق المهارات القيادية الإنسانية حيث كانت أعلى لدى الإناث منها لدى الذكور. وخلصت الدراسة بتصور عملي مقترح يمكن لمدارس التعليم العام اتباعه لتطوير المهارات القيادية لدى قادة المدارس لتحقيق أهدافها أخذة بعين الاعتبار أسباب نجاح تنفيذ المقترح وتجنب معوقات نجاحه. كما كان من أبرز توصيات الدراسة إيلاء تطوير المهارات القيادية لدى قادة المدارس في التعليم العام المزيد من الاهتمام وسن التشريعات التي تضمن ذلك والالتزام بالتدرج في تطبيق قانون جال لضمان نجاحه وبالتالي تحقيق الأهداف المأمولة منه.

The purpose of the study is to build a practical vision for the use of the Gall Law in the development of educational leadership skills, to benefit schools in developing the skills of their leaders, and thus improvement and continuous development in the administrative and educational process in public education. To achieve the objectives of the study, the researcher used the descriptive-analytical approach, to delve deeper into the subject of the study and to find an accurate summary to contribute to solving the problem in a practical way, and to propose a practical vision that could improve the skills of educational leaders in public education schools. It has the use of Delphi method. The sample of the study included all the leaders in public education schools in eastern Riyadh. The completed questionnaires were 245, which fulfill the purposes of the study. The questionnaire was adopted as a main tool for collecting data about the study problem. The results showed that the availability of leadership skills was moderate, and there were statistically significant differences between males and females with regard to the application of human leadership skills, as they were higher for females than for males. The study concluded with a proposed practical vision that general education schools can follow to develop the leadership skills of school leaders to achieve their goals, taking into account the reasons for the success of implementing the proposal and avoiding obstacles to its success. One of the most prominent recommendations of the study was to pay more attention to developing leadership skills among school leaders in public education, enact legislation that guarantees this, and adhere to the gradual application of a law to ensure its success and thus achieve the desired goals.
